Only a concessionaire may organise them; the law does not fine the player on foreign sites
Updated July 2026

🎰 Is playing online games of chance allowed in Slovenia?

With conditions
Quick answer

Conditional – only games run by Slovenian concessionaires are legal; offering games without a concession is prohibited, while the law does not fine the player on foreign sites. Under the Gaming Act (ZIS), organising games of chance is the exclusive right of the state and is permitted only on the basis of a concession or a licence. Classic games and sports betting are lawfully run by Loterija Slovenije and Športna loterija, and casino games by authorised concessionaires. Oversight is carried out by FURS. The biggest myth is that »playing on a foreign online casino is prohibited and punishable for the player«: Slovenian law does not provide a fine for an individual playing on a foreign site – the law regulates operators, not players. That does not make it wise: foreign sites are illegal and unregulated in Slovenia, with no player protection, payouts and dispute resolution are uncertain, and access to them can be blocked by a court. Advertising unlicensed games is likewise prohibited.

📋 The rules

  • Organising games of chance is the exclusive right of the state and is permitted only on the basis of a concession or a licence (ZIS).
  • Classic games and sports betting are lawfully run by Loterija Slovenije and Športna loterija, and casino games by authorised concessionaires.
  • Oversight of games of chance is carried out by FURS, which imposes fines and can seize gaming equipment.
  • For an individual playing on a foreign website, the law provides no fine; it is operators and advertisers who are penalised, not players.
  • A court can order the access provider to block websites that run games of chance without a concession.

🔓 Exceptions

  • Smaller occasional games (for example charity tombolas, raffles) are permitted under conditions with a licence, without a classic concession.
  • Advertising and brokering unlicensed games of chance are prohibited and penalised separately from the organising itself.
  • Some foreign operators deliberately block Slovenian players; winnings on illegal sites are legally and fiscally uncertain.

⚠️ Penalties & fines

The weight of the penalty falls on operators and advertisers, not the player. For organising games of chance without a concession, a legal person faces a fine of 30,000 to 250,000 euros, and for advertising unlicensed games 7,500 to 52,000 euros; alongside the fine there is seizure of the gaming equipment and items. If the supervisory authority finds organising without a licence, it issues a prohibition decision, and if that is ignored the Administrative Court can order the access provider to block the websites (deciding within seven days). For the player there is no direct fine, but the risks are real: lost stakes with no protection, refused or delayed payouts, the possibility of blocked transactions and no help with addiction. Winnings from illegal sites are legally and fiscally uncertain and hard to enforce. If income arises from an illegal activity, tax obligations may also appear.

❓ Frequently asked

Can I be fined for playing on a foreign online casino?

Slovenian law does not provide a fine for an individual who plays on a foreign website, because it regulates operators and not players. That does not make it safe, however, since such sites are illegal and unregulated in Slovenia, and payouts and dispute resolution are uncertain.

Which online games of chance are legal in Slovenia?

Legal games are those run by holders of a concession or a licence, for example Loterija Slovenije and Športna loterija and authorised casino concessionaires. All other organising of games of chance without a concession is prohibited, and oversight is carried out by FURS.

Who supervises games of chance?

Supervision of the organising of games of chance is carried out by the Financial Administration of the Republic of Slovenia (FURS) under the Gaming Act. FURS imposes fines for offences and can also order the secondary sanction of seizing gaming equipment and items.

Can the state block access to foreign sites?

Yes, if an operator runs games without a concession and ignores the prohibition decision, the Administrative Court can order the access provider to block the websites. The court decides on the access restriction within seven days of receiving the supervisory authority's proposal.

Are winnings on illegal sites safe?

No, winnings on illegal websites are legally and fiscally uncertain and hard to enforce. The player has none of the protection a concessionaire provides, and blocked or refused payouts are also a risk.
