⚠️ Penalties & fines
Since 2024 a scooter rider faces real fines, not just a warning. Traffic breaches — speeding, riding where it is not allowed, or a minor without a helmet — draw administrative fines under the Code of Administrative Offences. What people miss: a rider under the influence (0.41–1.5 per mille) faces an 80–150 € fine, and over 1.5 per mille or on drugs 150–200 €; if the scooter is powerful enough to count as a moped, a drunk rider can even lose the right to drive all vehicles. Cause a crash and injure a pedestrian, and the rider is civilly liable — covering treatment and damage, often with no insurance, so it comes out of their own pocket. Damage caused by a minor is paid by the parents, and serious injury can bring criminal liability.
