Can I organise an assembly or demonstration?
Yes: the freedom to organise assemblies is guaranteed in the Constitution. Under the Assemblies Law you can organise a peaceful assembly (e.g. a demonstration, rally). The procedure depends on its nature: an ordinary assembly requires notification of the municipal authority no later than 6 days (and no earlier than 30 days) before; the simplified procedure (where the assembly won't cause traffic disruption) — notification to the relevant crisis-management centre at the latest 2 days before; a spontaneous assembly, in reaction to a sudden event, takes place without notification. In the notification you give, among others, the purpose, place, time and the organiser's details; the organiser is responsible for the course. The authority can ban an assembly only on statutory grounds — and against a ban there's a fast appeal to the court.
📋 The rules
- Freedom of peaceful assembly (Constitution)
- Ordinary assembly: notify the municipality at least 6 days ahead
- Simplified procedure: notification up to 2 days ahead
- Spontaneous assembly: no notification
- Ban only on statutory grounds; appeal to the court
🔓 Exceptions
- Spontaneous assembly (reaction to a sudden event): no notification
- Simplified procedure: where the assembly doesn't disrupt road traffic
- Cyclical assemblies: a special procedure based on consent
⚠️ Penalties & fines
The municipal authority can ban an assembly only where its purpose or holding breaches criminal law or threatens people's life, health or property on a significant scale — against a ban decision there's an appeal to the court, heard in a fast-track mode. The organiser is responsible for the lawful course of the assembly and must maintain order; participants can't carry weapons or dangerous materials, and disrupting an assembly or disobeying a dissolution is an offence. To organise an assembly lawfully: choose the right procedure, file the notification on time (with the purpose, place, time and organiser's details), ensure a peaceful course and order, and on a ban use the right to a fast appeal to the court.

❓ Frequently asked
Can I organise a demonstration?
Yes. The freedom to organise peaceful assemblies is guaranteed in the Constitution and regulated by the Assemblies Law. Depending on the assembly's nature you must follow the relevant procedure — notify the municipal authority or, for a spontaneous assembly, hold it without notification.
How far ahead is an assembly notified?
An ordinary assembly is notified to the municipal authority no later than 6 days and no earlier than 30 days before the planned date. In the simplified procedure — where the assembly won't disrupt road traffic — notification is filed at the latest 2 days before. A spontaneous assembly needs no notification.
What is a spontaneous assembly?
It's an assembly held in connection with a sudden, unforeseeable public event, as a spontaneous social reaction. Given its nature it needs no prior notification of the authority, though it must remain peaceful and lawful.
When can an assembly be banned?
The municipal authority can ban an assembly only on statutory grounds — where its purpose or holding breaches criminal law or threatens people's life, health or property on a significant scale. Against a ban decision there's an appeal to the court, heard in a fast-track mode.
What is the assembly organiser responsible for?
The organiser is responsible for the lawful and peaceful course of the assembly and maintains order. Participants can't have weapons or dangerous materials. Disrupting an assembly, failing to comply with a dissolution order or breaking the rules are offences carrying sanctions.
