Does my dog have to be on a leash in Liechtenstein?
Not everywhere — but on a nationwide fixed list of places, and it applies all year. Under Art. 5 of the Dog Act (HG, LR 455.1), dogs must be on a leash on cycle and forest paths, in nature reserves, on ski slopes and cross-country trails, and in park, school, playground and sports facilities, in pedestrian zones and on busy streets. The myth: "In the forest my dog can run free, and the leash rule is only seasonal like in Switzerland." Wrong. In the Swiss cantons the leash rule is cantonal and often limited to the breeding and rearing season; Liechtenstein has one national law with a year-round list. On a forest path, then, the dog is always on the leash. A breach costs up to CHF 5'000, and liability cover of at least 1 million francs is compulsory.
📋 The rules
- Art. 5(1) HG — the leash places: dogs must be led on a leash on cycle and forest paths, in nature reserves, on ski slopes and cross-country trails, in park, school, playground and sports facilities, in pedestrian zones and on busy streets, paths and squares. The list applies nationwide and year-round.
- Art. 4(2) HG — supervision and faeces: dogs must not be unsupervised outdoors, and the owner must remove the faeces. The dog must also not enter other people's gardens, vegetable and berry crops, or meadows and fields during growth (Art. 5(2)).
- Art. 5(4) HG — the municipalities: the municipalities may issue leash or entry rules for further places and events. Such places are marked with prohibition or information signs — the sign applies in addition to the national list.
- Art. 6c HG — liability cover: every keeper of a registrable dog must take out liability insurance with cover of at least 1 million francs. Added to this are registration with the municipality (from 3 months) and a microchip (Arts. 9 and 10).
- Art. 12 HG — the penalty: anyone who disregards the leash and entry rules of Art. 5 is fined up to CHF 5'000; half for negligence. The dog tax is CHF 20 to 100 per municipality.
🔓 Exceptions
- Off-leash outside the list: where Art. 5 does not apply, the dog may run free — provided it stays supervised and does not enter forbidden areas such as gardens or crops. Free running is thus the rule, the leash places are the exception.
- Potentially dangerous dogs (Art. 6a): outside fenced private land they must be leashed and muzzled, and keeping them needs a permit (Art. 6). For them the leash is therefore not location-dependent but the basic rule.
- Municipal add-ons (Art. 5(4)): individual municipalities may issue further leash rules — in residential quarters or at events, say. These apply only where they are signposted; without a sign the national list governs.
⚠️ Penalties & fines
A breach of the leash and entry rules is punished by the Office of Food Inspection and Veterinary Affairs with a fine of up to CHF 5'000 (Art. 12(2)), halved to CHF 2'500 for negligence. Anyone who takes out no liability cover of 1 million falls under the same fine range, and anyone who fails to pay the dog tax risks up to CHF 500. Often more expensive than the fine are the measures under Art. 7a: from a leash and muzzle order, through course attendance, to — in serious cases — the removal of the dog, the range is wide, and the keeper bears the costs with no claim to compensation. Not obvious: if a free-running dog chases game in the breeding and rearing season or injures a person, the keeper is liable, as the permanently responsible person, in civil law for the whole loss — here the compulsory liability cover pays, if it exists.
