Is microchipping a dog compulsory in Estonia?
In most of Estonia it already is — and soon it will be everywhere. Today the duty comes from municipal rules: 67 of the 78 municipalities require dogs to be microchipped, while the requirement for cats applies in about half of them. So the answer depends on where you live — check your municipality's rules. But that is changing: from June 2027 the microchipping and registration of dogs, cats and ferrets becomes a nationwide duty. And a state fee arrives with it: on registration you will pay €12 on top of the vet's fee.
📋 The rules
- 67 of 78 municipalities require chipping
- For cats the rule applies in about half
- From June 2027 — nationwide
- Covers dogs, cats and ferrets
- Registration will add a €12 state fee
🔓 Exceptions
- For now the duty depends on your municipality's rules
- The owner of an unregistered dog may be fined
- Animals must be entered in a pet register, not merely chipped
⚠️ Penalties & fines
A chip without a registration is just a number. Chipping and registering are two separate steps: the chip gives the animal a unique number, but without a register entry the owner cannot be identified — and with a lost animal that is the only thing that counts. The owner of an unregistered dog may be fined by the municipality under its own rules. Practical advice: check which register your animal is in and whether your contact details there are current — an old phone number in the register means the finder cannot reach you. And prepare for 2027, when the duty applies everywhere.

❓ Frequently asked
Is microchipping a dog compulsory?
In most municipalities it is: 67 of the 78 require dogs to be chipped and registered. For cats the rule applies in about half of them, so the answer depends on where you live.
What changes in 2027?
From June 2027 the microchipping and registration of dogs, cats and ferrets becomes a nationwide duty, no longer depending on the rules of a particular municipality.
What does registration cost?
From 1 June 2027 a state fee of 12 euros will be payable in addition to the vet's costs. For now the cost depends on the vet's price list and the register's own terms.
Does a chip replace registration?
It does not. The chip gives the animal a unique number, but without a register entry the owner cannot be identified. With a lost animal, the register entry is the thing that matters.
What if the dog is not registered?
The owner may be fined by the municipality under its own rules. And if the animal is lost, whoever finds it has no way of tracing the owner through the register.
