Plain nudity on the beach has no fine and isn't a crime. Art. 171 (exhibitionist acts) punishes whoever harasses another person by performing exhibitionist acts before them, with prison up to 1 year or up to 120 day-fines (the daily value runs €5 to €500). It's a semi-public crime (generally needs a complaint). Breaching a municipal by-law on a non-designated beach brings only an administrative fine (generally tens to a few hundred euros). Beware a myth: "being naked on a Portuguese beach is the crime of public outrage to decency" is doubly false — that crime was removed from the Penal Code in 1995, and art. 171 punishes exhibitionist harassment, not nudity. "Outrage to decency" still exists in Brazil (art. 233), which causes the confusion. To do naturism: use the naturist beaches and respect the signage.
