🪪 Can I drive in Italy with a foreign licence?

With conditions
Quick answer

Conditional on the origin: an EU licence is valid without limits; a non-EU one is valid for 1 year from residence, then must be converted. The basis is the Highway Code (arts. 135–136) and the Motorizzazione rules. EU/EEA licences are valid in Italy until their natural expiry, with no conversion. Non-EU licences can be used for 1 year from acquiring residence; then they must be converted. Conversion is possible only with countries that have a reciprocity agreement (Switzerland, UK, Japan, South Korea, Morocco, Albania, Ukraine, etc.); without an agreement you must sit the full Italian exam. The licence must have been obtained before residence and be valid. In short: it depends on the country.

📋 The rules

  • EU/EEA licence: valid until expiry
  • Non-EU: valid 1 year from residence
  • Conversion only with a reciprocity agreement
  • Without an agreement: full Italian exam
  • Licence obtained before residence and valid

🔓 Exceptions

  • Tourists/non-residents: drive on a valid licence (+ international permit)
  • Switzerland agreement renewed to 2031
  • Refugees/international protection: conversion without reciprocity

⚠️ Penalties & fines

Conversion has administrative fees via PagoPA (motorizzazione, stamps, charges), generally on the order of €40–€120 total, plus the medical visit. Driving past the 1-year deadline on an unconverted non-EU licence equals driving without a valid licence: in the most serious cases the fine runs €5,100 to €30,599, with lighter sanctions in other cases. Beware a myth: "any foreign licence can be converted to an Italian one" is false — only licences from reciprocity-agreement countries are convertible; others require the Italian exam. And "I have unlimited time to convert" is false: the term is 1 year from residence for non-EU holders. To drive here: check whether there's an agreement, and if so convert at the Motorizzazione within the year.

❓ Frequently asked

Can I drive in Italy with my foreign licence?

Yes, but it depends on the origin. Licences issued by an EU or EEA country are valid in Italy until their natural expiry, with no conversion needed. Non-EU licences can be used for one year from acquiring residence in Italy; after that, they must be converted, where possible, or you must sit the exam.

Can all foreign licences be converted?

No. Converting a non-EU licence into an Italian one is possible only for countries with which Italy has a reciprocity agreement, like Switzerland, the UK, Japan, South Korea, Morocco or Albania. For countries without an agreement, conversion isn't possible: you must sit the Italian theory and practical exam.

By when must I convert the licence?

Holders of a non-EU licence who acquire residence in Italy can drive on their original licence for only one year. Within this term they must convert it, if their country has a reciprocity agreement. Past the year on an unconverted licence, you risk driving without a valid licence.

How do I convert a foreign licence?

Conversion is requested at the Motorizzazione Civile, presenting the original licence with a copy, an official translation or international permit, a medical certificate of psycho-physical fitness and the PagoPA payment receipts. The licence must have been obtained before acquiring residence in Italy and be valid.

Do tourists have to convert the licence?

No. Tourists and non-residents can drive in Italy on their valid foreign licence, accompanied, where required, by an official translation or an international driving permit, without any conversion. The conversion obligation, for non-EU holders, only kicks in on acquiring residence.
