📋 The rules
- Any movement of cash ≥ €10,000 (or equivalent), on entering as on leaving Luxembourg, must be declared to the ADA.
- The obligation applies to intra-EU trips (France, Belgium, Germany…) as much as extra-EU ones; the forms differ by case.
- Covered are cash, bearer-negotiable instruments, gold coins (≥ 90%) and bullion (≥ 99.5%); jewellery and bank transfers are excluded.
- The declaration must be made beforehand; unaccompanied cash (parcels, freight) is subject to a disclosure.

- Below €10,000, no declaration is required, but the ADA may still carry out a check.
- Interbank transfers are not subject to the ADA declaration obligation.
- Jewellery, diamonds and other precious stones do not count as cash to be declared.
⚠️ Penalties & fines
The sanction is twofold and swift. Failure to declare or a false declaration is punishable, under article 14 of the law of 16 July 2021, by a fine of €251 to €25,000, to which a partial confiscation of the cash may be added. Providing incorrect or incomplete information is treated as no declaration at all. But the stakes go beyond the fine: the obligation is part of the fight against money laundering and terrorist financing. An undeclared sum can be held during an investigation, passed to the financial-intelligence unit, and the origin of the funds will have to be justified. A commuter crossing daily with significant cash, or someone carrying the proceeds of a sale, therefore has every interest in declaring, even where the funds are perfectly lawful. ADA officers may carry out checks at any time and anywhere in the territory, including far from the border.
