Can I keep a dog or cat that isn't identified?
No. In France, identifying pet carnivores is mandatory: every dog must be identified before 4 months, and every cat (born after 1 January 2012) before 7 months. Identification is also mandatory before any transfer (sale or gift), even free. It's done with a microchip (or tattoo) by a vet, and the animal is registered in the national I-CAD file. That's what lets a lost or found animal be returned to its owner. Remember to update your details if you move.
📋 The rules
- Dog: identification mandatory before 4 months
- Cat (born after 1 January 2012): before 7 months
- Identification mandatory before any transfer (sale or gift)
- Microchip (or tattoo) + registration in the I-CAD file
- Update your details when they change
🔓 Exceptions
- A tattoo stays valid if earlier and legible (but the chip is the norm)
- Travelling in the EU also requires a passport and the chip
- Some species (exotic pets, ferret for travel) have their own rules
⚠️ Penalties & fines
Keeping or transferring an unidentified dog or cat is punished by a fine of up to €750 (4th-class offence). Beyond the sanction, an unidentified animal that gets lost is very hard to return to you, and an unidentified found animal can be treated as stray. Identification is also the condition for many steps (recorded vaccination, travel, compliant sale).

❓ Frequently asked
Is identifying an animal mandatory?
Yes. A dog must be identified before 4 months, a cat (born after 1 January 2012) before 7 months, and any animal before transfer, even free. It's a legal obligation, not just a recommendation.
How is a dog or cat identified?
With a microchip (the norm) implanted by a vet, or an earlier still-legible tattoo. The animal is then registered in the national I-CAD file, which links the chip to your owner details.
What's the fine without identification?
Up to €750 (4th-class offence) for keeping or transferring an unidentified animal. Beyond the fine, a lost unidentified animal is very hard to return to you.
Do I have to identify before giving an animal away?
Yes. Identification is mandatory before any transfer, whether a sale or a free gift. Transferring an unidentified animal is an offence, even between individuals.
What if I move house?
Update your details with the I-CAD file. A chip linked to an obsolete address or number won't let you be reached if your animal is found. The update is simple and essential.
