Do I pay the waste charge even if I do not live there?
As a rule yes — and do not expect one national answer. The local charge for municipal waste is set by each municipality in its own generally binding ordinance. That ordinance fixes the amount, the method of calculation, the due date and any discounts or exemptions. The models differ: a flat rate per person with permanent residence, a flat rate per property where nobody is permanently resident, a charge by the number and size of bins, or — in larger cities — by quantity, meaning bins are weighed or collections counted. It is not automatic, though — you must notify and document it (proof of accommodation, study or employment). Any change in liability — its arising, its ending, or a change in it — must be notified to the municipality; those who fail to do so go on paying for nothing.
