What happens if I have no motor insurance?
A fine of up to €3,320 — and from October 2026 the system finds you on its own. Compulsory motor third-party insurance is governed by Act 381/2001, and failing to take it out can be fined, under § 19, from €17 up to €3,320. A major change lands on 1 October 2026: the state begins checking cover automatically through the insurers' bureau register, so an uninsured vehicle is detected without any roadside stop. Under the new rules, a vehicle left without valid cover for more than 30 days attracts a fine of €120 to €900, graded by the vehicle's weight. And one more thing: without valid cover you will fail both the roadworthiness and the emissions test — so the problem follows you there too.
📋 The rules
- Motor insurance is governed by Act 381/2001
- Failing to take it out: a fine of €17 to €3,320 (§ 19)
- From 1 Oct 2026: automatic checks via the insurers' register
- Uninsured for over 30 days: €120–900
- Without cover you fail the roadworthiness and emissions tests
🔓 Exceptions
- The fine is cut by a third if paid within 15 days of the order being served
- And by another third if, in the same period, you take out cover or deregister the vehicle
- The amount under the new rules depends on the weight of the vehicle
⚠️ Penalties & fines
The fine under § 19 reaches €3,320, but the real exposure lies elsewhere: in a crash without cover, the victim is compensated by the guarantee fund, which then pursues a recourse claim against you — for the full amount, which after a serious injury means tens of thousands in personal debt. From 1 October 2026 the old comfort of "nobody will notice" also disappears: checking is automatic, through the register. The good news: the fine is cut by a third if paid within 15 days of the order being served, and by another third if in the same period you take out cover or deregister the vehicle — so a quick response leaves you paying a third.
