🍺 Can I drink a beer on the street or in a park in Croatia?

It depends on the city — there is no national ban on drinking alcohol in a public place. Nationally, only behaviour is punished: giving oneself over to drunkenness in a public place costs 200–1,000 € (Public Order Offences Act, Art. 20), and disorder, fighting and shouting 300–2,000 € or up to 30 days in prison (Art. 13). Drinking itself is for the cities to decide: in Split, consuming alcohol in a public place costs 150 € under the municipal order decision in force since 1 January 2023 (the same as walking through town in a swimsuit), and Dubrovnik has had a similar decision since August 2020. In Zagreb, no general ban on consumption was found. The myth "beer in the street is banned everywhere in Croatia" is false — as is the tourist myth that it is allowed everywhere.

📋 The rules

  • National level: no Croatian law bans the consumption of alcohol in public places as such. The Public Order Offences Act punishes "giving oneself over to drunkenness" in a public place with 200–1,000 € (Art. 20), and disorder, fighting and shouting with 300–2,000 € or up to 30 days in prison (Art. 13) — euro amounts under NN 114/22 and 47/23; local self-government units are expressly empowered to prescribe additional public-order offences (Art. 37).
  • Split (the strict example): the municipal order decision in force since 1 January 2023 fines the consumption of alcohol in a public place 150 € — the same as walking through town in a swimsuit — and it is enforced by 21 municipal wardens, with extra rules for the protected zone A (the historic core); Dubrovnik has had a similar decision since August 2020.
  • Zagreb (the lenient example): no general ban on consuming alcohol in public places was found in Zagreb's municipal order decision (Official Gazette of the City of Zagreb 15/23, 42/23, 40/24) — a quiet beer in a park is not in itself a municipal offence there (Art. 13 and Art. 20 of the Public Order Offences Act still apply if you get drunk and disturb those around you); in May 2026 the mayor confirmed that Zagreb is instead considering a ban on night-time sales as soon as national law allows it.
  • Sales to minors: the retail sale of alcohol to people under 18 is prohibited (Trade Act, Art. 11(1), NN 30/14) — fines: a legal person 660–39,810 €, a responsible person and a natural person 530–9,290 € (Art. 70, amendments NN 33/23); separately, handing alcohol to a drunk person or to a child under 16 anywhere (a park included) is Art. 19 of the Public Order Offences Act — 200–1,000 €.
  • Night-time sales (the position in July 2026): there is currently no national time restriction on the sale of alcohol. The May 2026 proposal to amend the Trade Act (PZ no. 303) would let cities ban the retail sale of alcohol from 21:00 to 06:00, ban energy drinks for under-18s and require reliable age verification (e-Građani) for online sales, with fines up to 39,810 € — it passed first reading, but has not yet been published in NN (Narodne novine, the official gazette).

🔓 Exceptions

  • Licensed café terraces and approved public events (festivals, concerts) on public land — consumption there is lawful even in the strict cities; the bans target drinking in the street and in parks outside such settings.
  • City-by-city differences: in municipalities whose decisions contain no alcohol clause, quiet drinking in a public place remains unpunishable — the offence arises from the behaviour (public order), not from the bottle; conversely, Split- and Dubrovnik-style decisions punish the drinking itself.
  • Minors: alcohol may not be sold to anyone under 18 anywhere, and adults who hand a drink to a child under 16 or to an already drunk person commit an offence under Art. 19 of the Public Order Offences Act; parents can be fined 700–4,000 € where a child's offence follows from neglected supervision (Art. 27).

The unexpected second consequence: the police may place a visibly drunk person in a special room until the intoxicant wears off, and for repeat offenders the court can order compulsory treatment for alcoholism (Art. 33).
