  • Pay neither the two thirds nor file an objection within 8 days, and the order becomes final and enforceable: the police issue a collection order against your bank accounts through FINA, you enter the Register of Unpaid Fines, and per gov.hr you cannot renew your vehicle registration or your driving licence until the debt is settled.

  • Negative penalty points do not depend on any discount: where the Road Traffic Safety Act (ZSPC) prescribes them, they go into the MUP (police) record whether you paid half, paid two thirds, or lost in court — a discount on the money never erases points, which expire only when their statutory period runs out.
  • More serious offences — those punishable by more than 265.45 € or carrying protective measures — cannot be settled by paying half on the spot; they go through the mandatory misdemeanour order (with the two-thirds option) or straight to court on an indictment proposal.
  • An objection has a price: if the misdemeanour court finds you guilty, you pay the full fine plus the costs of the proceedings (the two-thirds benefit is gone); a late objection, or one filed by an unauthorised person, is dismissed without a hearing, and for people with no residence in Croatia an unpaid fine can be converted into imprisonment on re-entry.
