EU licences are swapped without a test; third countries need a medical, and sometimes a test

🚗 Can I exchange a foreign driving licence for a Croatian one?

With conditions
Quick answer

Conditional — you can exchange a foreign licence for a Croatian one, but the conditions depend on whether it is from the EU. Under the rules on driving licences a licence from an EEA member state (EU plus Iceland, Liechtenstein and Norway) is recognised and exchanged without any test; with the application you submit the licence, a photo and proof of the form fee (20.04 € in the regular procedure). Here a myth falls that an EU driver "must" exchange at once: while valid, an EEA licence is valid even without exchange. For a licence from a third (non-EEA) country the conditions are stricter: with the licence and its translation you also submit a medical certificate no older than six months, and the exchange is subject to reciprocity. If there is no reciprocity or the licence cannot be verified, it is not exchanged directly and as a rule a driving test in Croatia is required.

📋 The rules

  • EEA licences: a licence from an EEA member state is recognised and exchanged without any test (Ordinance on Driving Licences).
  • Fee: the licence form costs 20.04 € (regular procedure), 24.02 € with delivery to an address, and more for the fast-track and urgent procedures.
  • Third countries: with the licence you submit a translation and a medical certificate no older than six months.
  • Reciprocity: exchange of a third-country licence is possible subject to reciprocity with that country.
  • No reciprocity: if there is no reciprocity or the licence cannot be verified, a driving test in Croatia is as a rule required.

🔓 Exceptions

  • Driving on a foreign licence: a resident foreigner and a returnee may, subject to reciprocity, drive on a valid foreign licence, but for permanent use it is exchanged.
  • Unclear category: if the category cannot be determined from the licence or translation, an additional confirmation from the competent or consular authority is required.
  • No photo: a new photo is not needed if in the last 5 years you were issued a biometric document with a photo and your appearance has not materially changed.

⚠️ Penalties & fines

The exchange itself is no offence, but driving with an invalid or unrecognised licence is — and it is costly. Anyone who drives in Croatia without a valid licence (or who failed to exchange a third-country licence that is not recognised here) commits an offence under the Road Traffic Safety Act, with a fine and a possible driving ban. A hidden trap is insurance: in a crash with an invalid licence the insurer may seek recourse — paying third-party damage and then recovering it from the driver. If you miss the deadline for the medical or submit a certificate older than six months, the application is refused and you repeat the whole procedure. Without reciprocity a third-country driver must sit the test again, with driving-school costs. Before relocating, therefore, check whether your licence is recognised and what deadlines apply.

❓ Frequently asked

Must I exchange a licence from another EU country?

Not while it is valid, because a licence from an EEA member state is recognised even without exchange. If you still wish to exchange it for a Croatian one, that is possible without any test, on handing in the licence, a photo and proof of payment.

Do I need a test to exchange a third-country licence?

It depends on reciprocity with that country, because with reciprocity the licence is exchanged without a test but with a medical certificate. If there is no reciprocity or the licence cannot be verified, you as a rule must sit the driving test in Croatia.

How much does exchanging a licence cost?

The licence form in the regular procedure costs 20.04 euros, or 24.02 euros with delivery to your home address. For the fast-track procedure the fee is 26.54 euros and for the urgent one 59.73 euros, with possible card payment at the counter.

Is a medical certificate needed for the exchange?

For a licence from a third country you must submit a certificate of medical fitness to drive that is no older than six months. For EEA licences a medical certificate is as a rule not a condition of the exchange itself.

Can I drive on a foreign licence until I exchange it?

Subject to reciprocity you may drive on a valid foreign licence, but for permanent residence and use it is exchanged for a Croatian one. Driving with an unrecognised or invalid licence is an offence and can create problems with insurance.
