Can you drive an imported car without Estonian registration?
You cannot — and the five days run from first use, not from signing the contract. A vehicle used in Estonian traffic must be registered within five working days of being put into use in Estonia — generally after importation or customs clearance. And there is a step before that: the vehicle must normally pass a pre-registration technical inspection, whose report is valid for 12 months. A foreign registration certificate and a foreign inspection do not replace it — they are required evidence, but Estonia carries out its own check and may verify the foreign data before making the entry. Data verification normally takes up to 10 days, and exceptionally up to 30. The fees: €150 for registration and €65 for a standard passenger-car plate.

Driving unregistered costs up to €800 — but the real bill is larger. Driving a vehicle that has not been registered as required carries up to 100 fine units, €800. Registration can also be refused where documents are missing, the vehicle fails the technical requirements, or the submitted data cannot be verified — and then the car simply sits. Then comes the third sum: for passenger cars and vans the vehicle-specific registration fee must be paid before first Estonian registration, and it is separate from the €150 registration charge and the €65 plate fee. Since 1 July 2025, an owner who exports the vehicle and removes it from the register may apply within 60 days for a partial refund — though a fee below €300 is not refunded.
