No — a non-studded winter tyre needs the 3PMSF marking
Updated July 2026

❄️ Are M+S tyres enough for an Estonian winter?

No
Quick answer

No — M+S alone is no longer an Estonian winter tyre. Winter tyres are compulsory from 1 December until 1 March for passenger cars (M1), goods vehicles up to 3.5 tonnes (N1), trailers of 0.75–3.5 tonnes (O2) and specified L6e and L7e vehicles. And here is the change many have missed: a non-studded winter tyre must carry the 3PMSF marking — the three-peak mountain and snowflake. An M+S mark alone no longer establishes suitability for Estonia's northern winter conditions; that rule took effect on 1 December 2022. Minimum tread depth is 3 mm, and the Transport Administration recommends replacing at 4 mm. Studded tyres may ordinarily be used from 15 October to 31 March, and in winter conditions from 1 October to 30 April.

📋 The rules

  • Compulsory 1 Dec – 1 Mar
  • Non-studded tyres need 3PMSF
  • M+S alone is not enough
  • Minimum tread depth: 3 mm
  • Studded tyres: 15 Oct – 31 Mar

🔓 Exceptions

  • ECE R54 off-road tyres marked POR are exempt from the 3PMSF requirement
  • The technical rules allow narrow exceptions where no suitable winter tyres exist for the vehicle
  • Buses follow separate seasonal and tread requirements, not the passenger-car rule

⚠️ Penalties & fines

There is no separate winter-tyre tariff — and that makes it more dangerous, not cheaper. A breach falling under the general “other traffic violation” provision carries up to 20 fine units — €160. Where the breach creates a traffic hazard — and a worn or wrong tyre on a winter road typically does — the penalty rises to 100 units, €800, or withdrawal of the right to drive for up to six months. Police or inspection officers may also stop the vehicle being used further until it meets the technical requirements. Old information is especially dangerous here: many guides still list M+S, MS or M&S as sufficient markings — those date from the rules in force before 1 December 2022.

❓ Frequently asked

Is an M+S tyre enough in winter?

It is not. A non-studded winter tyre must carry the 3PMSF marking — three peaks and a snowflake. An M+S mark alone has not established suitability for Estonian winters since 1 December 2022.

When are winter tyres compulsory?

From 1 December until 1 March, for passenger cars, goods vehicles up to 3.5 tonnes, trailers of 0.75–3.5 tonnes and specified L6e and L7e category vehicles.

How deep must the tread be?

The minimum winter tread depth is 3 mm. The Transport Administration recommends replacing tyres already at 4 mm, because grip on slippery roads deteriorates noticeably below that.

When may studded tyres be used?

Ordinarily from 15 October to 31 March. In winter road or weather conditions they may be used from 1 October to 30 April, so at the edges of the season it depends on the conditions.

What is the fine for the wrong tyres?

Up to €160 under the general provision. Where the breach creates a traffic hazard, it rises to €800 or withdrawal of the licence for up to six months, and further use of the vehicle may be prohibited.
