No tolerance exists — over 60 km/h means €2,400 and a ban
Updated July 2026

🚗 Can you drive 10 km/h over the speed limit in Estonia?

No
Quick answer

You cannot — there is no legal tolerance in Estonia. This is the most persistent myth on Estonian roads: police equipment does account for measurement uncertainty, but that creates no permission to drive over the limit. Under the Traffic Act any excess up to 20 km/h is already an offence, punishable by up to 30 fine units — €240. And from there it climbs steeply. Exceeding the limit by 21–40 km/h carries up to 100 units, €800, or withdrawal of the right to drive for up to six months. By 41–60 km/h — up to 200 units, €1,600, detention, or withdrawal for up to 12 months. By more than 60 km/h — up to 300 units, €2,400, detention, or withdrawal for up to 24 months.

📋 The rules

  • Up to 20 km/h over: up to 30 units = €240
  • 21–40 km/h: up to €800 or a ban of 6 months
  • 41–60 km/h: up to €1,600, detention or 12 months
  • Over 60 km/h: up to €2,400, detention or 24 months
  • Camera fine: €7 per km/h over

🔓 Exceptions

  • A measurement-error correction does not create legal permission to exceed the limit
  • The applicable limit may be changed by temporary or permanent traffic signs
  • The table applies to power-driven vehicles; cyclists and light transporters fall under other provisions

⚠️ Penalties & fines

An automated camera calculates differently from an officer at the roadside. The cautionary fine in camera proceedings is worked out by multiplying the number of kilometres over the limit by €7, after the legally required measurement correction has been deducted. That is not a concession: the excess remains an excess, and a camera fine does not erase a case opened by an officer who stopped you. But the costliest consequence is not the fine. If a driver causes an accident while exceeding the limit by 41 km/h or more, the motor insurer may recover from the driver the compensation it paid to the victim. Personal-injury awards can run into tens of thousands of euros — many times any fine in the table, and paying the fine does not make that claim go away.

❓ Frequently asked

Is there a 10 km/h tolerance in Estonia?

There is not. Enforcement equipment accounts for measurement uncertainty, but the Traffic Act treats any excess up to 20 km/h as an offence. No statutory 10 km/h allowance exists, whatever people say.

What is the fine for up to 20 km/h over?

Up to 30 fine units, which is €240. The fine unit has been €8 since 1 January 2025, which is why older tables circulating online show exactly half the current amounts.

When is the licence withdrawn?

Already at 21–40 km/h over, the right to drive can be withdrawn for up to six months. At 41–60 km/h it can be up to 12 months, and over 60 km/h up to 24 months.

How is a speed-camera fine calculated?

The cautionary fine is the number of kilometres over the limit multiplied by €7, after the statutory measurement correction is deducted. The multiplier used to be €5 per kilometre.

What if I cause an accident while speeding?

If you exceeded the limit by 41 km/h or more, the insurer may recover from you the compensation paid to the victim. For personal injury, that sum can exceed the fine many times over.
