Swimming in forbidden water falls under the municipal police regulation: a GAS fine of maximum €500 for adults and €175 for minors (since the GAS reform of 8 January 2024; many municipalities still use a lower tariff). You can also be fined under the navigation police. More importantly: drowning, hypothermia and suction at locks make wild swimming in canals extremely dangerous.
