Can I camp in the wild?
It depends where — and the regime is in flux. On the Black Sea coast the Black Sea Coast Act allows tents, campers and caravans only at designated spots in zones A and B — outside beaches, dunes and categorised campsites. The fines provided are BGN 500–1,000 (≈€256–511), rising to BGN 1,500–3,000 on a repeat. But here is what matters: the Constitutional Court upheld the restrictions, yet the implementing regulation was withdrawn after public consultation — and without it there is no mechanism to sanction, so in practice fines are not being levied. That does not apply to protected areas — parks, reserves, dunes — or to private land, where penalties are enforced normally.
📋 The rules
- On the coast: tents and caravans only at designated spots in zones A and B
- Banned on beaches, dunes and in categorised campsites
- Fine provided: BGN 500–1,000; BGN 1,500–3,000 on repeat
- Sanctions are not enforced — the regulation was withdrawn
- Protected areas and private land have their own bans
🔓 Exceptions
- Categorised campsites — staying there is fully lawful
- The free-camping regulation was withdrawn after public consultation
- National parks and reserves have their own, stricter regime
⚠️ Penalties & fines
The Black Sea Coast Act provides a fine of BGN 500–1,000 (≈€256–511) for pitching a tent, camper or caravan in zone A or B outside the designated spots, and BGN 1,500–3,000 on a repeat. At present, however, these sanctions are not being applied, because the implementing regulation was withdrawn. In protected areas and on private land the penalties are separate and are enforced.

❓ Frequently asked
Is wild camping banned on the coast?
Under the Black Sea Coast Act, tents and caravans are allowed only at designated spots in zones A and B, outside beaches and dunes. The Constitutional Court upheld the restrictions, so the law stands.
Are people actually being fined?
Not at present. The regulation implementing the regime was withdrawn after public consultation, and without it there is no mechanism to impose sanctions. It is a rare case of a law that exists but is not in practice applied.
What is the fine on paper?
BGN 500–1,000 (≈€256–511), and BGN 1,500–3,000 on a repeat. Those figures sit in the statute, but under the current regime they are not being levied because the implementing regulation was withdrawn.
Can I sleep on the beach?
No. Beaches and dunes are expressly excluded — pitching a tent there is not allowed even under the general regime, and dunes are protected areas where sanctions are enforced.
What about the mountains and parks?
Away from the coast the rules of the particular territory apply. National parks and reserves have their own, stricter regime, and there the fines genuinely are enforced — unlike on the coastline.
