Do I have to register my dog with the municipality?
Yes — and a neutered dog is exempt from the fee. The owner files a declaration under art. 117 of the Local Taxes and Fees Act with the municipality of their permanent address, within 3 months of acquiring the dog. Before registration the dog must have a veterinary passport and an implanted microchip — chipping is compulsory for every dog over 4 months old. ⚠️ Penalties & fines
Failing to register within the 3-month window brings a BGN 20 fine on inspection, and failing to microchip the dog a fine of up to BGN 200. Beyond the fines, an unregistered dog creates real problems: without a chip and passport you cannot travel abroad with it, veterinary clinics require the documents, and if the dog is lost the chip is the only way it comes back to you. Municipal ordinances also carry separate penalties for aggressive behaviour and for failing to clean up after the animal, and if a dog bites, the owner bears civil liability for the harm — registered or not.
