Can I camp and light a fire outside campsites?

No
Quick answer

As a rule no: tent wild-camping outside parks is prohibited, and fires are heavily restricted. Wild camping is generally prohibited outside licensed campsites — and wholly banned in Natura 2000, protected areas and the coastal zone (POOC). Homologated motorhomes may overnight 48h per municipality where no municipal rule forbids it (art. 50-A of the Highway Code). Fires are banned on roads and near woodland, crops and flammable materials; during the critical period (usually 1 July–30 Sept) and on "very high/maximum" risk days, open fire is banned and grilling allowed only in equipped sites. In short: no for tents; motorhomes with limits.

📋 The rules

  • Tents outside parks: generally prohibited
  • Banned in Natura 2000, protected areas and the coast
  • Homologated motorhome: 48h per municipality
  • Fires banned near woodland and in the critical period
  • Maximum-risk days: grill only in equipped sites

🔓 Exceptions

  • Motorhome service areas: overnighting allowed
  • Grilling in picnic areas outside high-risk days
  • Burning with prior notice/municipal authorisation, outside maximum risk

⚠️ Penalties & fines

Illegal motorhome overnighting (art. 50-A) is fined €60 to €300, rising to €120 to €600 in Natura 2000, protected areas or the coast. Burning without municipal authorisation costs €500 to €5,000 (individuals); without prior notice, €150 to €1,500; and on maximum-risk days, €2,500 to €25,000. An escaped fire can become the crime of forest fire, with prison. Beware a myth: "free camping is fine on any empty beach or hillside" is false — in Portugal the rule is prohibition, and the coast and protected areas are strictly off-limits. Don't import Brazil's "camping selvagem" tolerances. To camp: use campsites or service areas, and don't light fires in the critical period.

❓ Frequently asked

Can I pitch a tent anywhere?

No. Wild camping with a tent, outside licensed campsites, is generally prohibited. It's wholly banned in Natura 2000, protected areas and the coastal zone. Camping on an empty beach or hillside isn't, contrary to what many think, free or allowed by default.

Can motorhomes overnight anywhere?

Not exactly. A homologated motorhome may overnight, at most, 48 hours per municipality, provided there's no municipal prohibition. Otherwise, it must use motorhome service areas, campsites or dedicated parks. In protected areas and on the coast, overnighting is more restricted or banned.

Can I light a campfire?

As a rule, no. Fires are banned on roads and in public places and near buildings, woodland, crops or flammable materials. During the critical period, usually 1 July to 30 September, and on very high or maximum-risk days, lighting fires is banned, and grilling is only allowed in equipped sites.

What's the fine for overnighting illegally?

Illegal overnighting of a motorhome is fined €60 to €300. In more sensitive areas, like Natura 2000, protected areas or the coast, the fine rises to €120 to €600. Camping or overnighting in those places is therefore particularly penalised.

Can I burn vegetation on my land?

Only outside the critical period and with care. Burning generally requires prior notice or municipal authorisation and supervision. Doing it without authorisation costs €500 to €5,000, and on maximum-risk days fines reach €25,000 for individuals. An escaped fire can also become a forest-fire crime.
