Can I store things in the stairwell in Finland?
No — the stairwell is an escape route, not storage. The Rescue Act requires exit routes to stay passable and unobstructed: in a fire a smoke-filled stairwell is evacuated crawling, and every pram or shoe rack is a life-threatening obstacle — plus fire load. That's why housing companies ban corridor storage and fire inspectors can order items removed. Prams belong in the pram room.
📋 The rules
- Under the Rescue Act exit routes must stay passable and unobstructed — no storing items in stairwells.
- The ban covers 'just for a moment' prams, kick scooters, doormats and shoe racks — read strictly, because you can't see in smoke.
- Flammable material in corridors is fire load and an arson risk — cardboard boxes and furniture go immediately.
- House rules complement the law — the company can remove items and bill the owner.
- Prams, bikes and mobility aids go to their designated stores; charging e-bike batteries in a corridor is an especially bad idea.
🔓 Exceptions
- A daily-use rollator or wheelchair: the company must reasonably assign an accessible storage spot — an essential aid isn't a shoe rack, but it can't block the escape route either.
- Door wreaths and small decorations on the door surface are generally tolerated — mats and furniture aren't.
⚠️ Penalties
The fire inspector can order obstacles removed, reinforced by penalty payments. In a fire, items you left can bring liability if they hinder escape — and your insurer will ask questions.

❓ Frequently asked questions
Why is even a doormat banned?
In smoke you exit crawling and feeling your way — a mat or rack is a tripping trap. And everything flammable is fire load and an arsonist's kindling.
Where do prams go?
The pram room or your own flat. The company must in practice assign pram storage — the stairwell isn't it.
Can the company throw my things away?
It first demands removal; then items can be moved and, with cause, disposed of — costs on the owner. Valuables are kept a reasonable time.
Can my bike stand by my door on the landing?
Not if it narrows the escape route — bike room or your flat. Landing width and company policy decide.
