Is home insurance mandatory in Finland?
The law doesn't force you — practice does. Home insurance isn't statutory in Finland. Two parties still make it near-mandatory: most landlords require it as a lease term (which binds), and mortgage banks require insurance on the collateral home. The most important part is usually liability cover: cause a water leak and the bill for neighbouring flats can run to tens of thousands.
📋 The rules
- No law obliges home insurance — it's a voluntary contract.
- A lease clause requiring it is valid and binding — without cover you're in breach.
- Mortgage banks effectively always require insurance on the collateral property.
- The housing company's property insurance covers the building — NOT your belongings or damage you cause to others: that needs your own home + liability policy.
- Liability and legal-expenses covers extend to family members and often apply outside the home too.
🔓 Exceptions
- A debt-free owner with no lease terms can legally live uninsured — the risk is entirely theirs.
- Student housing makes the insurance requirement a near-standard term.
⚠️ Penalties
No fines for being uninsured. The consequences arrive with the damage: your belongings at your own cost, and a leak you cause can mean tens of thousands in personal liability. Breaching a lease clause can bring a warning.

❓ Frequently asked questions
Can a landlord require home insurance?
Yes — the lease term is valid. Proof of cover is often requested at key handover.
Isn't the housing company's insurance enough?
No — it covers the building's structures. Your belongings, temporary housing costs and your liability to others ride on your own policy.
What does it cost?
A two-room flat's contents + liability typically runs a few euros to a tenner a month — detached houses with wide cover more.
What is liability cover?
The part that pays for damage you cause others (e.g. a dishwasher leak into the flat below) — the most important piece of the package.
