Can I ride an e-scooter in Finland?

- Letting a person under 15 ride your scooter is itself punishable — the parent or friend who hands it over carries responsibility.
- In traffic you follow cyclists' rules: ride on cycle paths or the carriageway, not on pavements.
- Municipalities can require rental operators to hold a micromobility permit and can cap speeds, parking and fleet sizes (transition ended 1 Jan 2026).
🔓 Exceptions
- Helmets are not compulsory — the law extended the cyclist helmet recommendation to light electric vehicles, but there is no fine for riding without one.
- Walking-pace devices that assist pedestrians fall outside the category.
