🛴 Can I ride an e-scooter on the pavement?

With conditions
Quick answer

Not on the pavement: the e-scooter rides on the road or cycle lane. Under Law 4784/2021 (built into the Road Code), light personal electric vehicles are classed by speed: up to 6 km/h are treated as pedestrians; 6–25 km/h are treated as bicycles (road/cycle lane); over 25 km/h are banned from public use. The minimum age is 15 for the up-to-25 km/h class. A helmet is mandatory for under-18s, with reflective gear/lights at night. You ride on the right of the road or the cycle lane; the pavement is banned, as are roads with a limit over 50 km/h. One rider only, no passengers. Important: government plans for a full ban on under-18s, mandatory helmets and possible plates/insurance are only proposals and aren't in force yet.

📋 The rules

  • Ride on the road/cycle lane, not the pavement
  • Class 6–25 km/h: as a bicycle; over 25 km/h banned
  • Minimum age 15; helmet for under-18s
  • Not on roads with a limit over 50 km/h
  • One rider; lights/reflectors at night

🔓 Exceptions

  • Devices up to 6 km/h: treated as pedestrians (from age 12)
  • Pedestrian/low-traffic streets: only carefully, priority to pedestrians
  • New stricter rules for minors: proposals, not yet in force

⚠️ Penalties & fines

Breaching the e-scooter traffic rules is sanctioned under the Road Code with administrative fines, and the new Road Code (2025) introduced cumulative penalties for repeat offences. Riding on the pavement, exceeding the age, missing a helmet (for minors) or carrying a passenger bring sanctions. Riding under the influence of alcohol is banned on a scooter too. To ride lawfully: use the road or cycle lane, make sure the scooter doesn't exceed 25 km/h, wear a helmet if you're under 18, use lights at night and avoid roads with a high speed limit.

No. The e-scooter rides on the road or cycle lane, on the right. Riding on the pavement is banned, as are roads with a limit over 50 km/h. The 6–25 km/h class is treated like a bicycle.

What's the maximum speed?

E-scooters exceeding 25 km/h are banned from public use. Only those design-limited to 25 km/h ride lawfully. Devices up to 6 km/h are treated as pedestrians. Over 25 km/h, riding in public spaces isn't allowed.

From what age can I ride a scooter?

The minimum age is 15 for the up-to-25 km/h class. Riders under 18 must wear a helmet. Devices up to 6 km/h, treated as pedestrians, can be used from age 12.

Is a helmet mandatory?

A helmet is mandatory for riders under 18. For adults it's strongly recommended but not required by law. At night, lights and reflective elements are required so the rider is visible.

Does the under-18 ban and plates apply?

Not yet. After fatal accidents, the government is drafting stricter rules — a possible full ban for minors, mandatory helmets and possibly plates/insurance. These are proposals/drafts that haven't been passed and aren't in force as of June 2026.
