Can I use cannabis or CBD?
It depends — and the framework changed in May 2026. Recreational cannabis and THC remain illegal (Law 4139/2013). A key change: under Law 5302/2026 (Official Gazette A' 78, 20 May 2026), the EOF banned the retail sale, supply, purchase and use of dried cannabis flower (so-called "CBD flower"), regardless of THC content, with no transition period. The THC limit for industrial hemp was raised from 0.2% to 0.3% (EU alignment). Still legal are CBD products as oils, cosmetics, tinctures, edibles and vape liquids/pods, if they meet the conditions. Medical cannabis is dispensed by prescription only. In short: CBD oils/cosmetics — yes; dried cannabis flower — no longer; cannabis with THC — no.

⚠️ Penalties & fines
Possession of cannabis for personal use is a criminal offence; first-time offenders are often diverted to treatment or community service, but imprisonment is provided for. Trafficking is punished with imprisonment and large fines. Under Law 5302/2026, the retail supply of dried cannabis flower has been banned since 20 May 2026, with on-site inspections by the EOF (assisted by the Police/National Transparency Authority) and sanctions for shops that breach it. Driving under the influence of THC is an offence. To stay compliant: don't buy or use cannabis flower, prefer legal CBD products (oils/cosmetics) from reliable sources, and don't drive after using a THC product.
