Does my new car need a technical inspection, and how often in Albania?
It depends on age and type: your new car is not inspected for the first 3 years, then it is done every 2 years. The technical inspection (kolaudimi) is mandatory and run by DPSHTRR, which took the service back from the concession in 2021 — so the old, expensive fees many people remember no longer apply. Another outdated myth is that "the inspection is done every year": for private cars (M1) the rule today is once every 2 years, while brand-new cars are exempt for the first 3 years from registration. The exception is taxis, driving-school cars, ambulances, vans, buses and trucks, inspected once a year. If the vehicle fails, the retest is done at the same centre within 30 days; miss that window and you restart the procedure and the payment from scratch. So "every year for everyone" does not hold.
📋 The rules
- The technical inspection has been run by DPSHTRR since 2021, when the concession ended; fees follow the official service list.
- Brand-new vehicles (0 km) are not subject to technical inspection for the first 3 years from the registration date.
- After that, private cars (M1) are inspected once every 2 years, not yearly as before.
- Taxis, driving-school cars, ambulances, vans, buses and trucks are inspected once a year.
- If the vehicle fails, the retest is at the same centre within 30 days; after that, procedure and payment restart.
🔓 Exceptions
- Motorcycles above 125 cc have a separate schedule: first inspection 3 years after registration, then every 2 years.
- A change of owner may require a technical inspection even if the vehicle was just inspected, under the rules in force.
- Passing the inspection does not remove the driver's responsibility for the vehicle's condition on the day of use; that stays with the driver.
⚠️ Penalties & fines
Driving with an expired inspection is an offence: the Road Police and the transport Task Force fine you under the Road Code, and the vehicle is not treated as roadworthy until it passes. The exact fine is set by the Road Code and changes with its amendments, so do not trust the figures "people quote" — check them with DPSHTRR or the Code itself. There is also a practical trap: unpaid obligations, such as the annual vehicle tax or earlier fines, must be cleared before you present the vehicle, otherwise it will not be accepted for inspection. The heaviest consequence comes after a crash: if the vehicle has no valid inspection or has defects the check would have caught, your insurance cover can be complicated and your civil liability increased. So keep the date in your calendar and do not wait for the fine to be your "reminder".

❓ Frequently asked
How often is a private car inspected?
For private M1-category cars, the technical inspection is done once every two years, not yearly as in the past. Brand-new cars with 0 km are exempt altogether for the first three years from the registration date.
My car is brand new — does it need inspection now?
No. New vehicles are not subject to technical inspection for the first three years from the registration date. After that window you enter the ordinary scheme of one inspection every two years, like other private cars.
How much does the inspection cost now?
Fees follow the official DPSHTRR list, the body that has run the service since 2021. The high prices of the concession era no longer apply, so do not rely on the old figures that still circulate among drivers.
What if my car fails the inspection?
The retest must be done at the same centre within thirty days of the first check. If you miss that window, the inspection procedure and payment restart from the beginning, as if it were the first time.
How big is the fine for driving without inspection?
The fine is set by the Road Code and enforced by the Road Police or Task Force; the amount changes with amendments to the Code. The vehicle is not recognised as roadworthy until it passes the technical inspection.
