Prohibited are solely physical deliveries and online sales to EU countries, Norway and Iceland. One country, two legal spheres — and for buying in the shop it is the customs union that counts, not the EEA.

📋 The rules

  • Sale in the country is allowed (customs union): chewing tobacco, snus and novel tobacco products may still be sold and bought in Liechtenstein and Switzerland, because in the internal relationship the Swiss Tobacco Products Act applies — in the ALKVW's own words.
  • Use from 18 (Art. 69(4) KJG): the use of snus was never banned and is allowed from 18. The same age limit has applied to tobacco and e-cigarettes since 2 July 2026.
  • The EEA ban only hits delivery: the EEA Tobacco Products Ordinance took over the EU rules, and there all countries except Sweden ban the sale of snus. What is prohibited is therefore physical delivery and online sale to EU member states, Norway and Iceland.
  • Tobacco-free nicotine pouches — their own category: pure nicotine pouches without tobacco do not fall under the EU Tobacco Products Directive; each state regulates them itself. The ordinance revision of 30 June 2026 subordinated "nicotine products for snuffing" to the known TPG product categories.
  • TPG and KJG still apply: even where sale is allowed, the rules of the Tobacco Prevention Act and the Children and Young Persons Act apply — in particular the age limit and the handover and advertising bans. Allowed does not mean unregulated.

🔓 Exceptions

  • Sweden as the EU special case: the EEA ban is EU law, and the EU prohibits the sale of snus everywhere except in Sweden. Liechtenstein's "exception" is not an exception from the EEA but the parallel application of Swiss law via the customs union.
  • Use versus sale: use was and is free (from 18). What was restricted is only cross-border trade in goods — anyone who buys and uses in the country is not affected by the ordinance at all.
  • Nicotine pouches versus tobacco snus: because tobacco-free pouches do not fall under the EU directive, their treatment in cross-border traffic differs from tobacco-based snus. Both may be sold domestically under Swiss law.

Where sale is to under-18s, the same mechanism applies as with alcohol: confiscation, educational measures and the police fee of CHF 150 when the Landespolizei intervenes, plus a report of the outlet.
