Snus is banned across the EU — and since 2026 pouches are capped at 0.048 mg of nicotine
Updated July 2026

📦 Can I buy nicotine pouches or snus in Luxembourg?

With conditions
Quick answer

It depends on the product. Snus — oral pouches containing tobacco — is banned from sale and import across the whole European Union, Sweden aside, and therefore in Luxembourg. Tobacco-free nicotine pouches, by contrast, were freely on sale… until the law of 28 November 2025, in force on 1 January 2026. Since then their strength is capped at 0.048 mg of nicotine per pouch — a threshold so low that the industry calls it a "disguised ban", because almost no product on the market meets it. On top come a ban on sales to under-18s, an advertising ban, labelling and notification duties, and a ban on additives such as caffeine, taurine or CBD. The myth: "snus is legal in Luxembourg" — false: it was the tobacco-free pouch that was, and it is now so tightly regulated that a compliant version is almost impossible to find.

📋 The rules

  • Snus (with tobacco): its sale and import are banned across the whole EU, Sweden aside — so in Luxembourg too.
  • Nicotine pouches (tobacco-free): now governed by the law of 28 November 2025, with a maximum strength of 0.048 mg of nicotine per pouch, unit or gram.
  • Banned additives: caffeine, taurine, CBD and any substance that eases nicotine absorption or is linked to "energy" or "relaxation" effects.
  • Sales to minors: banned to under-18s; advertising and sponsorship banned; labelling and notification mandatory.
  • Where you can use them: consumption is banned in places frequented by young people — schools, playgrounds and other public spaces.

🔓 Exceptions

  • Medical substitutes: gums, lozenges and patches sold as quitting medicines fall under a different framework and are not caught by this cap.
  • Compliant pouches: a pouch that meets the 0.048 mg cap remains legal to sell — but such products are, in practice, all but non-existent.
  • Sweden: snus remains legal in Sweden, the only EU state with a derogation; buying it there to bring back does not make it lawful in Luxembourg.

⚠️ Penalties & fines

Selling snus, a product prohibited in the EU, amounts to smuggling: seizure of the goods, customs fines and prosecution for the seller. For nicotine pouches, a trader who moves products above 0.048 mg, containing banned additives, mislabelled or un-notified faces withdrawal of the products and the penalties set by the tobacco law, heavier on repeat. Selling to a minor under 18 or advertising these products is punishable. A private individual who imports large quantities — online or from abroad — risks being reclassified as trading by the Customs and Excise Administration, with taxation and confiscation. Buying for strictly personal use is not penalised, but a non-compliant product bought online can be stopped at the border and destroyed, with no refund.

❓ Frequently asked

Is snus legal in Luxembourg?

No: snus, which contains tobacco, is banned from sale and import across the whole European Union, with Sweden the sole exception. What used to be sold in Luxembourg were tobacco-free nicotine pouches, a different product and now very tightly regulated.

What does the law in force since 2026 change?

It caps the strength of nicotine pouches at 0.048 mg per pouch and bans additives such as caffeine, taurine or CBD. It also aligns these products with tobacco: no sales to under-18s, no advertising, and labelling and notification duties.

Why do people call it a "disguised ban"?

Because the 0.048 mg nicotine threshold is so low that almost every pouch on the market exceeds it by a wide margin. In practice it becomes very hard to find a compliant product, which the industry equates to a ban in all but name.

Can I order nicotine pouches online?

You can try, but the product must meet Luxembourg standards, notably the nicotine cap and the ban on additives. A non-compliant parcel can be intercepted by Customs, and a bulk order can be reclassified as a commercial import.

Are nicotine pouches allowed at school?

No: using them is banned in places frequented by young people, such as schools and playgrounds, as well as in other public spaces. The rule mirrors the one that already applies to cigarettes and vaping.
