Can I buy nicotine pouches or snus in Luxembourg?
It depends on the product. Snus — oral pouches containing tobacco — is banned from sale and import across the whole European Union, Sweden aside, and therefore in Luxembourg. 🔓 Exceptions
- Medical substitutes: gums, lozenges and patches sold as quitting medicines fall under a different framework and are not caught by this cap.
- Compliant pouches: a pouch that meets the 0.048 mg cap remains legal to sell — but such products are, in practice, all but non-existent.
- Sweden: snus remains legal in Sweden, the only EU state with a derogation; buying it there to bring back does not make it lawful in Luxembourg.

Selling snus, a product prohibited in the EU, amounts to smuggling: seizure of the goods, customs fines and prosecution for the seller. For nicotine pouches, a trader who moves products above 0.048 mg, containing banned additives, mislabelled or un-notified faces withdrawal of the products and the penalties set by the tobacco law, heavier on repeat. Selling to a minor under 18 or advertising these products is punishable. A private individual who imports large quantities — online or from abroad — risks being reclassified as trading by the Customs and Excise Administration, with taxation and confiscation. Buying for strictly personal use is not penalised, but a non-compliant product bought online can be stopped at the border and destroyed, with no refund.
