Electricity & gas in Luxembourg: your rights
The rules that protect you as an electricity and gas customer in Luxembourg, and who to contact. Every fact is checked on an official source.

Everything at a glance
The market
All customers can freely choose their electricity and natural gas product and supplier. There is no municipality with only one supplier, and switching never interrupts supply.

First send a written complaint to your supplier or grid operator. If it is not solved, and no court case is pending, ask the ILR for free mediation and attach your complaint and any reply.
Switching supplier
Sign with the new supplier; it cancels your old contract for you. Since 1 January 2026 a switch must be completed within 24 hours (before: 3 weeks). Switching is free, but leaving a fixed-term, fixed-price contract early can cost a fee if agreed in advance.
Price rises
Your supplier must tell you at least 30 days before any change to the energy price or contract terms. You can then cancel without notice and without charge before it applies. This does not cover taxes or regulated network tariffs.
Regulated price
There is no regulated retail price; suppliers set their prices freely. Only the 'fourniture par défaut' price (for people without a contract, max. 6 months) is set via the ILR, and it is usually more expensive.
Help if money is tight
There is no social energy tariff. Help comes through social legislation: the social office (office social) of your municipality can take over energy costs and guarantee a minimum supply for heating, cooking and lighting.
Protection against cut-off
15 days after the due date you get a reminder; 15 days later the supplier announces a cut within 30 days and informs the municipal social office. No cut while the social office handles your aid request; if you get social aid, a prepayment meter replaces a cut.
If your supplier goes bust
If your supplier can no longer supply you, the supplier of last resort designated by the ILR takes over until you choose a new one (max. 6 months). In September 2026 the ILR designated Enovos Luxembourg for the public grid.
Power cut
Check your fuse and your Smarty meter first; otherwise call your grid operator. For Creos (largest operator) call 8002-9900 for electricity, 24/7. Any compensation depends on your supplier's and grid operator's general conditions.
Cooling-off period
For contracts concluded at a distance, off-premises or after a sales phone call you can withdraw within 14 days of signing.
Smart meter
All meters are Smarty smart meters, read automatically by the grid operator; every newly installed meter must be smart. The meter belongs to the grid operator.
Solar panels
New solar installations can choose a buy-back contract with the grid operator at a regulated price for 15 years (only if no 50% investment grant was used), or sell surplus to a supplier under a market contract. Self-consumed power is free of network charges and taxes.

Free public advice on saving energy and on state subsidies (Klimabonus); free hotline 8002 1190. If you cannot pay your bills, contact the social office of your municipality.
Fixed and dynamic contracts
Dynamic electricity contracts with a price for every hour, following the power exchange, exist in Luxembourg. Suppliers with more than 15,000 customers must offer one to customers with a smart meter (Smarty) and explain the opportunities, costs and risks.
- Besides dynamic offers, suppliers sell contracts whose price is adjusted automatically at set intervals by a formula, and fixed-term contracts with a fixed price, in which price changes are generally excluded. (myilr.lu)
Energy sharing and communities
You can share locally produced renewable electricity: in collective self-consumption (same building, or points at most 100 m apart) or in an energy community (local within 300 m, or nationwide). An energy community is a legal entity registered with the ILR; the grid operator then sets up the sharing group.
- The members' meter values are recalculated every quarter of an hour. The shared electricity is split by a key you choose: priority, percentage or pro rata. Contact your grid operator to sign the self-consumption agreement. (myilr.lu)
- Creos does not bill the shared energy between members; the group arranges that itself. Changes to a sharing group must be notified one month in advance. (creos-net.lu)
Heating without the gas grid
Petroleum products, including heating oil (gasoil de chauffage), are sold under maximum prices. These are imposed through programme agreements with the oil companies and communicated by the Ministry of the Economy.
- From 1 August to 31 December 2026 the government grants a financial compensation of 15 cents per litre (all taxes included) on gasoil used as heating fuel. (gouvernement.lu)
- Connecting a home to a district heating network (réseau de chaleur) is among the installations eligible for the Klimabonus aid. (guichet.public.lu)
Grants for heat pumps and insulation
The state's Klimabonus (2026 scheme) supports energy renovation and renewable installations such as heat pumps, solar and wood heating. You apply to the Guichet unique des aides au logement, online via MyGuichet.lu. For renovation, ask for the accord de principe before work starts.
- An air-to-water heat pump replacing fossil heating in an existing single-family house gets €10,000, a geothermal one €12,000 (Klimabonus 2026 amounts on guichet.lu, checked September 2026). (guichet.public.lu)
- Requests for an accord de principe for renovation can be made from 1 January 2026 to 31 December 2030. The payment request must follow within 4 years from 31 December of the invoice year. (guichet.public.lu)
Back-billing and estimated bills
All meters are smart and read automatically, so the final bill (décompte) is based on your actual consumption. In between you pay advance bills (acomptes), which can be adjusted if prices change a lot. After you end a contract, the supplier must send the closing bill within 6 weeks.

Prepayment meters
Prepayment meters are used only in payment arrears: if you receive aid from the municipal social office, your supplier may have the grid operator fit a prepayment meter until the overdue bills are paid in full. Fitting and removal costs are yours.
- Once everything is paid, you can ask your supplier to have the grid operator replace the prepayment meter with a normal meter. (myilr.lu)
Energy costs for tenants
Tenants pay water, heating, gas and electricity as rental charges. The landlord may ask for suitable advance payments, but must give a yearly statement of charges with the invoices or receipts. Advances can instead be set as a flat amount matching normal use.
- When you move in, contact an electricity supplier yourself; when you leave, the occupant (owner or former tenant) must end the supply contract. (myilr.lu)
- In a dispute over charges, first tell the other party in writing (preferably by registered letter), wait one month, then apply to the commission des loyers of your municipality or canton. (guichet.public.lu)
Grid connection
The owner or builder contacts the local grid operator and signs a connection contract. The first connection costs, which may be charged as a flat fee, and the civil works are paid by the applicant.
