Tightly regulated since April 2024 — tobacco snus is even banned
Updated July 2026

🚭 Are nicotine pouches allowed in Slovenia, and where may I buy them?

With conditions
Quick answer

It depends — tobacco-free nicotine pouches are allowed, but tightly regulated since April 2024; tobacco snus, however, is banned. Nicotine pouches appeared on the market in 2019 and were at first almost unregulated, but under an amendment to the Restriction of the Use of Tobacco and Related Products Act (ZOUTPI) they have counted, since April 2024, as new nicotine products. A complete ban applies on advertising, promotion, sponsorship and display at points of sale, together with a ban on sale to under-18s and a ban on online and cross-border distance selling. The myth that pouches are an unregulated sweet-like treat therefore no longer holds. They must be told apart from tobacco for oral use (snus): placing snus on the market is prohibited in the EU and here, and producers often market it as 'chewing tobacco' to get around the ban. You may buy pouches only in a physical shop, and you must prove you are of age if the seller asks.

📋 The rules

  • Since April 2024 nicotine pouches count as new nicotine products under ZOUTPI; the same strict regime applies to them as to tobacco and related products.
  • A complete ban applies on advertising, promotion, sponsorship and display at points of sale — the products may not be visible to the public.
  • Sale to people under 18 is prohibited; the seller may require an official document to prove age and must refuse the sale if it is not shown.
  • Sale via the internet, telecommunications or at a distance is prohibited — you may buy nicotine pouches only in a physical shop.
  • Tobacco for oral use (snus) is prohibited from being placed on the market; this ban applies across the EU except in Sweden.

🔓 Exceptions

  • Pouches without nicotine and nicotine in other approved forms may have a different regime, but the ban on advertising and on sale to minors remains.
  • Snus is sold here by being marketed as 'chewing tobacco' — but that is a circumvention of the ban and does not mean it is legally allowed.
  • Nicotine replacement therapy (e.g. chewing gum, patches) is a medicine or medical device and does not fall under the related-products regime.

⚠️ Penalties & fines

The penalties mainly hit sellers and retailers, not so much the user. For sale to a minor, for advertising, display or online sale of nicotine pouches, high fines are prescribed for the legal person, the sole trader and the responsible person; supervision is carried out by the Market Inspectorate, and in test purchases a minor may take part under an inspector's supervision. A retailer who ignores the rules risks, on top of the fine, the seizure of goods and procedure costs. For an individual, possessing and using pouches is allowed, but a minor who buys or sells them acts against the law, which may lead to the parents and the school being notified. Anyone who imports or sells snus in breach of the market ban risks an offence and the seizure of the products. A hidden trap is health-related: the high nicotine concentrations in pouches quickly lead to addiction, which NIJZ highlights especially among the young.

❓ Frequently asked

May I even buy nicotine pouches?

Yes, if you are an adult and buy them in a physical shop. Tobacco-free nicotine pouches are allowed, but tightly regulated since April 2024: sale to minors, advertising and online selling are prohibited. The seller may ask for an identity document, and if you do not prove your age, they may not sell you the product.

Can I order nicotine pouches online?

No. ZOUTPI prohibits placing tobacco, related and new nicotine products on the market via the internet, telecommunications or at a distance. Nicotine pouches may therefore be bought only in a physical shop, and online or cross-border distance selling is a breach on the retailer's side.

What is the difference between a nicotine pouch and snus?

A nicotine pouch contains no tobacco but nicotine on a plant carrier, whereas snus is tobacco for oral use. Placing snus on the market is prohibited in the EU and here, so producers often market it as chewing tobacco, while tobacco-free pouches are allowed but tightly regulated.

May a retailer display nicotine pouches on the shelf?

No. The products must be stored so that they are neither visible nor accessible to the public, since display at the point of sale counts as prohibited advertising. Only one notice, no larger than A4 format, is allowed at the point of sale to state that such products are sold there.

What penalty is there for selling pouches to a minor?

For sale to a minor, high fines are prescribed for the retailer, the sole trader and the responsible person, with supervision by the Market Inspectorate. On top of the fine the retailer faces the seizure of goods and procedure costs, and a minor may take part in checks under an inspector's supervision.
