They must be told apart from tobacco for oral use (snus): placing snus on the market is prohibited in the EU and here, and producers often market it as 'chewing tobacco' to get around the ban. You may buy pouches only in a physical shop, and you must prove you are of age if the seller asks.

A retailer who ignores the rules risks, on top of the fine, the seizure of goods and procedure costs. For an individual, possessing and using pouches is allowed, but a minor who buys or sells them acts against the law, which may lead to the parents and the school being notified. Anyone who imports or sells snus in breach of the market ban risks an offence and the seizure of the products. A hidden trap is health-related: the high nicotine concentrations in pouches quickly lead to addiction, which NIJZ highlights especially among the young.
