Electricity & gas in Slovenia: your rights
The rules that protect you as an electricity and gas customer in Slovenia, and who to contact. Every fact is checked on an official source.
What is going on?

The market
The electricity market has been fully open since July 2007: every household can choose its supplier. Gas from the grid is also bought from a supplier of your choice. The network part of the bill stays the same whoever supplies you.

First complain to your supplier (free internal procedure). If it rejects you or does not answer within one month, go to the independent ADR body named by that supplier; the supplier pays the costs. Disputes with the grid operator go to the Agencija za energijo.

Switching supplier
Switching supplier is free and must be completed within 21 days of a complete request. You only contact the new supplier, which can handle everything. You get a final bill from the old supplier within 6 weeks. Leaving within the first year may cost what your contract says.
Price rises
Your supplier must tell you directly at least one month before a price rise or change of terms. You may then leave within one month after it takes effect, without notice period or penalty.
Regulated price
There is currently no government price cap for households. Temporary caps applied to electricity until 28 February 2025 and to gas until 30 April 2024. Prices are set by suppliers; compare offers in the official comparator.
Help if money is tight
There is no social energy tariff. Instead, vulnerable households that cannot afford another energy source have a right to emergency supply (nujna oskrba): the grid operator may not cut them below the minimum needed for life and health.
Protection against cut-off
The grid operator must warn a household at least 10 days before a planned disconnection, after an earlier notice. Before cutting, it must tell you about emergency supply for vulnerable customers and what proof to send. Your supplier must explain alternatives by the last reminder at the latest.
If your supplier goes bust
If your supplier goes bust, the distribution operator supplies you automatically (zasilna oskrba) and informs you. This price is higher than market prices, by at most 25%, so choose a new supplier soon. For gas, replacement supply (nadomestna oskrba) applies.
Power cut
Report power cuts to the electricity distribution company for your area (Elektro Celje, Gorenjska, Ljubljana, Maribor or Primorska), which run the network for ELES. Planned cuts must be announced; you can claim damages for an unjustified disconnection.
Cooling-off period
For contracts signed at the door, by phone or online you can withdraw within 14 days without giving a reason. For service contracts such as energy supply the period runs from the day the contract is signed.
Smart meter
Smart meters are being installed across Slovenia and more households join the advanced metering system every day. You can see your 15-minute consumption free on the Moj elektro portal. Whether you can refuse a smart meter could not be confirmed.
Solar panels
Annual net metering only continues for self-supply systems registered by 31 December 2023. Systems joining from 2024 are billed without netting: network charges apply to all power taken from the grid. Systems up to 50 kW can connect via a simplified procedure.

Free, independent energy advice for citizens from local ENSVET offices run by Eko sklad: saving energy, renovation, heating choice and Eko sklad subsidies and loans.
Fixed and dynamic contracts
Since the 2025 amendment of the Electricity Supply Act (ZOEE-A), every supplier with more than 100,000 customers must offer fixed-price contracts for at least one year and dynamic-price contracts. Any customer with a smart meter in the advanced metering system can ask for a dynamic-price contract.
- Dynamic products are billed hourly, so you need a smart meter. A price guarantee is not the same as a minimum contract period: during the guarantee the price will not rise, but it will not fall either. (agen-rs.si)
Energy sharing and communities
Under ZOEE-A, from 1 July 2026 every customer has the right, as an active customer, to share electricity on the basis of a contract. The electricity operator must be told about the sharing contract at least two weeks before it starts.
- Shared electricity is settled in 15-minute intervals, so a smart meter is needed. (uradni-list.si)
Heating without the gas grid
District heating prices are regulated by the Agencija za energijo under the Heat Supply Act (ZOTDS). Public-service distributors set prices using the agency's methodology and need its approval before applying them.
- Extra-light heating oil (ELKO) has a regulated price under the Uredba o oblikovanju cen določenih naftnih derivatov. Since 24 March 2026 regulated prices are set every 7 days and published on the official energy portal. (energetika-portal.si)
Grants for heat pumps and insulation
Eko sklad gives grants (nepovratne finančne spodbude) to citizens for heat pumps, biomass heating, solar heating, district-heat substations, windows and insulation. Current call: 126SUB-OB26, for work done from 1 March 2026. Apply online via eUprava after the work is finished.
- Owners (at least half-owners) who are materially deprived, e.g. receiving denarna socialna pomoč or varstveni dodatek, can get separate Eko sklad grants to reduce energy poverty (calls ZER), for insulation, windows, hot water, ventilation and heating replacement. (e-uprava.gov.si)
Back-billing and estimated bills
If your meter is read only once a year, you pay a monthly flat amount (pavšal) estimated from past use. To make the estimate more accurate, report your meter reading yourself during the year. Billing on actual use is only possible where smart metering is installed.
Energy costs for tenants
In residential buildings with four or more units and a shared heating or hot-water system, heat costs are split between units under the Pravilnik o načinu delitve in obračunu stroškov za toploto (Uradni list RS 61/2016), using heat cost allocators or meters.
Vulnerable and medical customers
Emergency supply (nujna oskrba) also protects vulnerable households using gas or district heating. The operator or distributor may not cut or limit supply below what is needed for life and health, considering season, temperatures, place of residence and health status.
- For gas, you send the proof of entitlement to the distribution system operator, which must tell you before disconnection which documents are needed. The costs are carried by the operator until you pay them. (agen-rs.si)
Grid connection
To connect a house you need a connection consent (soglasje za priključitev) from your Elektro distribution company. A final consent is valid for 2 years. You pay the network charge for connection capacity set by the Agencija za energijo plus direct connection costs.
- You can appeal against the decision on connection consent within 15 days of receiving it. File the appeal with the operator; the Agencija za energijo decides at second instance. Against the agency's decision you can go to the Administrative Court within 30 days. (agen-rs.si)
