📺 Do I have to pay the RTV licence fee and how much is it?

With conditions
Quick answer

The RTV licence fee must be paid by every household that has a radio or television receiver, or any device able to receive RTV Slovenija programmes. Under the RTV Slovenija Act (ZRTVS-1) it is a statutory compulsory levy, not a subscription you can simply cancel. The key change is the amount: the fee per household has been 14.02 euros a month since 1 January 2025, after standing at 12.75 euros since 2012 without change – anyone still quoting the old figure is mistaken. A household pays one fee regardless of how many sets it has. You must report a receiver to RTV Slovenija within 30 days of acquiring it, and report changes within 15 days. The myth that you »avoid the fee if you have no television« is only partly true: exemption is possible, but only by a written statement that you neither own nor use a receiver, under the threat of consequences for a false statement. Separately, the socially disadvantaged and people with disabilities can claim exemption with the appropriate decision.

📋 The rules

  • The fee is paid by anyone with a radio or TV receiver or a device to receive RTV SLO programmes; a household pays one fee regardless of the number of sets.
  • The household fee has been 14.02 euros a month since 1 January 2025 (previously 12.75 euros ever since 2012).
  • You must report a receiver to RTV Slovenija within 30 days of acquiring it, and report data changes within 15 days.
  • Anyone who neither owns nor uses a receiver can submit a written statement to that effect and is not liable; a false statement has legal consequences.
  • Exemption can be claimed by the socially disadvantaged and by people with 100% physical impairment or an attendance allowance and the permanently deaf.

🔓 Exceptions

  • The socially disadvantaged (recipients of cash social assistance or an income supplement) are exempt for the period of entitlement, based on a decision of the social work centre.
  • People with 100% physical impairment, those with an attendance allowance and the permanently deaf are exempt permanently, based on a decision of the pension institute or a competent body.
  • Anyone who genuinely has no receiver is not exempt automatically – they must submit a written statement to RTV Slovenija, otherwise the presumption of liability applies.

⚠️ Penalties & fines

The RTV fee is not an ordinary subscription, so it cannot be unilaterally cancelled like a contract with a provider. If a payer does not pay, RTV Slovenija issues a decision on the obligation to pay, and on continued non-payment it starts tax enforcement through FURS, in which default interest and enforcement costs are added to the debt. Failing to register a receiver or a false statement that you have no receiver is a misdemeanour under ZRTVS-1 and means you must pay the fee retroactively and also risk a fine. A fee debt can be recovered by seizing wages or a bank account, so ignoring the bills generally only increases the amount. If you move, you must report the change of address, otherwise the bills pile up at the wrong address. An exemption applies only from the date a complete application with the appropriate decision is filed, not retroactively, so it is wise to file on time. If in doubt whether you are liable, it is better to obtain a written explanation from RTV Slovenija than to risk enforcement with extra costs.

❓ Frequently asked

How much is the RTV licence fee?

The household fee has been 14.02 euros a month since 1 January 2025. Before that it stood at 12.75 euros ever since 2012 without change, so the lower figure is now outdated; a household pays one fee regardless of the number of receivers.

Do I have to pay if I have no television?

If you genuinely have no receiver or device to receive programmes and do not use one, you need not pay, but you must notify RTV Slovenija by a written statement. Until you file the statement, the presumption is that you are liable, and a false statement has legal consequences.

Who is exempt from the RTV fee?

Exemption can be claimed by the socially disadvantaged, meaning recipients of cash social assistance or an income supplement, and by people with 100% physical impairment or an attendance allowance and the permanently deaf. It is claimed by application and the appropriate decision, the social one for the period of entitlement, the disability one permanently.

What happens if I do not pay the fee?

RTV Slovenija first issues a decision on the obligation to pay, and on continued non-payment it starts tax enforcement through FURS with default interest and costs. The debt can be recovered by seizing wages or a bank account, so ignoring the bills generally only increases the amount.

Do I have to register a receiver?

Yes, you must report a radio or television receiver to RTV Slovenija within 30 days of acquiring it, and report any data changes affecting the fee within 15 days. Failing to register is a misdemeanour and means you must pay the fee retroactively, and you also risk a fine.
