Telecom regulator
Bundesamt für Kommunikation (BAKOM)
Federal telecoms authority for complaints under public telecom law, such as universal service, emergency call routing, value-added numbers, spam and free choice of provider. If it finds a breach, it can open supervisory proceedings or, for example, withdraw a number.

What to do first: Complain to your provider first: by phone, in a shop, or in writing by letter, e-mail, chat or form. Give it time to answer, as a rule 7 days for a letter and 3 days for e-mail, form or chat.
Time limit: Your last provable contact with the provider about the dispute should as a rule be no more than 12 months old, and no court or arbitral tribunal may be dealing, or have dealt, with the same case.
