✈️ Travelling outside the EU with a plan from Portugal: how do I avoid a huge roaming bill?

The short answer

Outside the EEA, operators may charge roaming prices different from domestic ones. Before you travel, ask your operator whether your tariff includes roaming there, the prices, which local network to choose and how to switch off voicemail and call forwarding.

Outside the EU and EEA, roaming can be very expensive, especially mobile data. Protections such as a spending limit and warning messages exist in some places; what applies with a plan from Portugal is below.

📜 The rules in Portugal

The details

  • Your operator must give you, free and automatically, a data-roaming limit of €50 a month excluding VAT, with a warning at 80%. Once it is reached, data roaming stops unless you follow the instructions to continue. (anacom-consumidor.pt)
  • In some non-EEA countries the local network does not let your operator track usage in real time. You must then get a free SMS on arrival saying no usage information or spending cap is available. (anacom-consumidor.pt)
  • Roam like at home also applies in Moldova and Ukraine. Elsewhere outside the EU, roaming rates, especially for data, can be high. (europa.eu)
  • Opting in or out of the spending limit is free and must take effect within one working day of your request. (anacom-consumidor.pt)

❓ Questions

What happens when I reach the spending limit?

Where a limit applies, data stops or you are asked whether you want to continue. You decide whether to go on.

Do ships and planes count as abroad?

Networks on ships and planes often run via satellite, are not covered by the usual roaming rules and can be very expensive.

Can I dispute a huge roaming bill?

Yes. Complain to the operator first, then go to the dispute body if you cannot agree.
