🛴 Am I allowed to ride an e-scooter in Sweden?

With conditions
Quick answer

Yes — but only if the e-scooter counts as a bicycle. That means no more than 20 km/h and no more than 250 W. Then you ride on the cycle path, or the roadway where none exists — not on the pavement. Since 1 September 2022 both riding and parking on footpaths and cycle paths outside marked bays is banned, and pavement riding costs around 500 kr. A helmet is mandatory under age 15, and only one person may ride — a passenger on the back costs 500 kr. Park at a stand or bay, never blocking the footway. The trap is tuned models: if the vehicle goes faster or harder than the limits it is a motor vehicle needing a licence and registration, and riding it without one is unlicensed driving.

📋 The rules

  • Counts as a bicycle only at max 20 km/h and max 250 W
  • Ride on the cycle path — not the pavement
  • Helmet mandatory under age 15
  • One rider only — no passengers
  • Park at a stand/bay, not blocking the pavement

🔓 Exceptions

  • Walking pace allowed on some footways where no cycle path adjoins
  • Over-powered ("tuned") vehicles may be used on private fenced land
  • Stockholm: each operator capped at 1,500 scooters, 12,000 city-wide

⚠️ Penalties & fines

Pavement riding costs around 500 kr, a passenger on the back 500 kr and running a red light 1,500 kr. Ride an unregistered, over-powered model and it is about 2,500 kr — and if you have no licence, unlicensed driving is added on top, which is a crime rather than a mere fixed fine. Since 1 September 2022 parking on a footpath or cycle path outside a marked bay is an offence in itself. Badly parked rental scooters are billed to the operator, which can pass the charge back to you afterwards, and a private scooter blocking the footway can be removed.

❓ Frequently asked

Can I ride an e-scooter on the pavement?

No. Since 1 September 2022 riding on footpaths and cycle paths outside the marked bays is banned, and you must use the cycle path or the roadway instead. Pavement riding costs around 500 kr.

How fast may an e-scooter go?

At most 20 km/h and no more than 250 W — that is what makes it a bicycle. Anything faster or stronger is a motor vehicle needing a licence and registration, and tuned vehicles may only be used on private fenced land.

Do I need a helmet?

A helmet is mandatory for riders under 15, on a rental scooter just as much as on your own. For older riders it is optional but strongly advised, since a scooter that counts as a bicycle needs no licence or training at all.

Can two people ride one e-scooter?

No, the vehicle is built for one person and passengers are not allowed. Riding two-up brings a 500 kr fine, and the rider carries the responsibility even when it is a friend hanging on the back.

What if I park badly?

A blocking rental scooter is billed to the operator, which often passes the cost on to whoever left it there. A private scooter can be removed and a fine issued — parking on a footpath or cycle path outside a bay has been banned since 2022.
