The expensive part is de-restricting: a moped tuned to exceed its class speed brings fines and can be reclassified as a motorcycle, which suddenly requires registration and insurance the moped does not have. The unlicensed-driving fine also lands on the rider personally, so it does not help that someone else did the tuning.
