Am I allowed to smoke here in Norway?
Yes, if you are over 18 — but smoking is banned indoors in public places. Under the Tobacco Harm Act, all indoor public premises, transport and workplaces must be smoke-free, and serving venues have been smoke-free since 1 June 2004. The trap most people fall into: the ban also covers e-cigarettes, so vaping indoors is exactly as unlawful as smoking. The age limit is 18 for tobacco, snus, e-cigarettes and refills. Outdoors it is smoke-free at school and kindergarten grounds and at entrances to health institutions; from 1 July 2025 also at sports grounds, playgrounds and in cars with children present. Snus is legal and is not covered by the ban, and private homes fall outside it — except the car when children are on board.

⚠️ Penalties & fines
The smoking ban is enforced by the Directorate of Health and the municipalities, and no fixed fine for smoking in a banned place has yet been set. In practice the sanctions land on whoever runs the venue: an order to put things right, a coercive fine that runs until it is done, and in serious cases a sales ban. A restaurant owner who lets guests smoke indoors therefore risks more than the guest does. Selling tobacco, snus or e-cigarettes to a minor can bring sanctions against the seller, and repeated breaches of the age limit can cost the shop its right to sell tobacco at all.

Can I smoke at outdoor seating?
The smoking ban applies to indoor serving, so outdoor seating can be allowed. But the venue decides over its own outdoor area, and many have gone smoke-free outdoors voluntarily — check the venue's own rules before you light up.
Can I use an e-cigarette indoors?
No. E-cigarettes are covered by the smoking ban in exactly the same places as ordinary tobacco, meaning indoors in public places, on transport, at serving venues and at workplaces. That it is only vapour and not smoke makes no difference in law.
How old must I be to buy tobacco?
You must be 18. The age limit covers not only cigarettes but snus, e-cigarettes and the refills for them. The seller has a duty to check your age, so expect to be asked for ID at the till.
Is snus legal in Norway?
Yes. Snus is legal to buy and use in Norway and is not covered by the smoking ban, so it is not caught where smoking is banned, unless the venue has its own house rules. The age limit of 18 still applies just as it does for tobacco.
What is new from 2025?
From 1 July 2025 smoking was banned at sports grounds and playgrounds, and in cars when children are on board. The last point is worth noting: private settings are otherwise outside the smoking law, but the car with children in it is now an exception.
