Telecom regulator
Nasjonal kommunikasjonsmyndighet (Nkom)
Norway's telecom regulator under the Electronic Communications Act. It hardly regulates consumer prices except roaming and special numbers, and as a rule it cannot step in on billing disputes; those go to your provider, then to Brukerklagenemnda.

What to do first: Complain in writing to your provider first and give it reasonable time to answer, about 14 days. If it rejects your claim or does not answer in time, you can take the case to BKN.
Time limit: Within one year of sending your written complaint to the provider; this deadline applies only if the provider told you about BKN in its rejection. Cases older than three years are not handled.

Official speed test official
Nettfart
Nkom's own speed test. No official page says a result counts as binding proof or that Nettfart is a certified monitoring tool. Keep several results: BKN asks for wired speed tests when you complain about speed.

This law puts the EU rules on phone and internet services into national law.
