€40,000 of turnover — register within three working days
Updated July 2026

🧮 When must you register for VAT in Estonia?

With conditions
Quick answer

Once turnover passes €40,000 — and then you have three working days. The VAT registration threshold is €40,000, counted from the start of the calendar year. You must register within three working days of crossing it — a short window that many people sleep through. And more counts towards the threshold than people think: it includes all taxable transactions, including zero-rated turnover, as well as immovable property transactions and insurance and financial services — except the transfer of fixed assets and incidental transactions. And note the rate: from 1 July 2025 the standard VAT rate rose to 24% with the security tax, so in 2026 it is 24%.

📋 The rules

  • Threshold: €40,000 per calendar year
  • Register within 3 working days
  • It includes zero-rated turnover and services
  • It excludes the transfer of fixed assets
  • VAT rate in 2026: 24%

🔓 Exceptions

  • The transfer of fixed assets and incidental transactions do not count towards the threshold
  • You may also register voluntarily, before crossing the threshold
  • The VAT rate rose to 24% on 1 July 2025

⚠️ Penalties & fines

Three working days is shorter than it sounds. If turnover passes €40,000 and you do not register, the VAT liability does not go away — the Tax Board can register you retroactively and demand the undeclared VAT together with interest. In practice that means you owe 24% VAT on transactions where you never charged the customer — and it comes out of your own pocket. Watch your turnover continuously, not at year-end. Voluntary registration may make sense even earlier: if your customers are businesses, they can deduct the VAT, and you can reclaim input VAT — which makes purchases and investments cheaper.

❓ Frequently asked

What is the threshold?

The VAT registration threshold is 40,000 euros, counted from the start of the calendar year. Once you cross it, you must register within three working days.

What counts towards the threshold?

All taxable transactions, including zero-rated turnover, as well as immovable property transactions and insurance and financial services. The transfer of fixed assets and incidental transactions are excluded.

What if I do not register?

The liability does not disappear. The Tax Board can register you retroactively and demand the undeclared VAT with interest, which then comes out of your own pocket.

What is the VAT rate?

The standard rate has been 24% since 1 July 2025, when the security tax was added, so 24% applies in 2026. Older sources may still show 22 or even 20 percent.

Is voluntary registration worth it?

Often it is. If your customers are businesses they can deduct the VAT, and you can reclaim input VAT, which makes purchases and investments cheaper than they would otherwise be.
