Can I put film on my car windows?
It depends: on the front windows, film is allowed only if it lets enough light through. In Romania you can apply window film, but with strict transparency limits on the windows in the driver's field of view: at least 75% for the windshield and at least 70% for the front side windows. The windshield can't be filmed over its whole surface, however transparent the film (only a strip at the top is allowed). On the rear windows and rear screen, film may be darker, with no transparency limit, if the car has side mirrors on both sides. From 2026, fitting must be done at a RAR-authorised firm, which issues you a conformity declaration and applies an identification label on each treated window. With lawful fitting, a separate visit to RAR is no longer needed.
📋 The rules
- Windshield: at least 75% transparency; no full-surface film
- Front side windows: at least 70% transparency
- Rear windows / screen: no limit if you have mirrors on both sides
- Fitting at a RAR-authorised firm + conformity declaration
- Identification label on each treated window
🔓 Exceptions
- Narrow sun-strip at the top of the windshield: allowed
- Factory-made film (original tinted glass): compliant
- Over-limit film fitted unauthorised: fails inspection
⚠️ Penalties & fines
Film that doesn't meet the minimum transparency, or a missing conformity declaration, is sanctioned: the fine can reach about 4,300 lei, depending on the fine-point value, and the police can also order the retention of the registration certificate until you fix the issue and show the car again meets technical conditions. To avoid this: apply film only at a RAR-authorised firm, keep the conformity declaration and label in the car, and respect the transparency thresholds (75% windshield, 70% front side). On the rear windows you can use darker film without trouble, as long as you have working side mirrors on both sides.

❓ Frequently asked
Can I film the windshield?
Not over its whole surface. The windshield is part of the driver's main field of view and must keep at least 75% transparency. Only a narrow sun-strip at the top is allowed. Film applied over the entire windshield, however transparent, is non-compliant and brings a fine.
What transparency must the front windows have?
The front side windows must ensure at least 70% transparency, and the windshield at least 75%. On these windows, in the driver's field of view, too-dark film is banned. The authorised firm declares the resulting transparency level after the film is fitted.
Can I put dark film on the rear windows?
Yes. On the rear side windows and rear screen you can apply darker film, with no transparency limit, provided the car has working exterior mirrors on both sides. These windows aren't part of the driver's direct field of view, so the strict thresholds don't apply there.
Do I have to go to RAR for homologation?
Not separately, if the fitting is done at a RAR-authorised firm. It issues you a conformity declaration and applies an identification label on each treated window. With these documents the procedure is deemed compliant, without an extra visit to RAR for special checks.
What fine do I risk for non-compliant film?
Film that doesn't meet transparency, or a missing conformity declaration, is fined up to about 4,300 lei, depending on the fine-point value. In addition, the police can retain the registration certificate until you show the car again meets the technical conditions and the film is corrected.
