Can shops open on Sundays in Finland?
They can — opening hours are entirely free in Finland. Retail and hairdresser hour regulation was abolished from the start of 2016: shops set their own hours, Sundays, holidays and nights included. That's why supermarkets serve even on holy days. The limits live elsewhere: Sunday work costs double wages, alcohol sales hours (9–21) are separate, and pharmacies and Alko run their own regimes.

- Retail hours are free since 1 Jan 2016 — the Opening Hours Act was repealed entirely.
- Shops open and close at will — Sundays, holidays and nights, no permits or exemptions.
- Sunday and holiday work pays employees +100% (Working Hours Act) — which is why many small shops choose to close.
- Alcohol retail is separately capped at 9–21 — the shop may be open at night, but the beer shelf is closed.
- Malls can bind tenants to common hours by contract — private law, not regulation.
🔓 Exceptions
- Alko's hours are set separately in the Alcohol Act (the reform brought Sunday opening to some stores).
- Pharmacy hours and on-call duties run through the licensing system.
⚠️ Penalties
None — opening is free. The employer's risk is skipping collective-agreement supplements: unpaid Sunday premiums are collected retroactively.
