Can I let my dog off-leash in a Finnish forest?
Not just like that — the Hunting Act is stricter here than most owners think. During the leash season 1 Mar–19 Aug a dog must be leashed, or immediately leashable, outside built-up areas: the point is nesting peace for wildlife, and the rule applies to your own forest too. Then comes the surprise most people miss: even outside the season, letting a dog loose on someone else's land requires the landowner's or hunting-right holder's permission. In your own yard or a fenced area the dog may of course run free, and in built-up areas the Public Order Act requires leashing in public places — dog parks are the exception. Puppies under 5 months are exempt from the leash obligation.

🔓 Exceptions

⚠️ Penalties
Breaching the leash obligation is a hunting violation punishable by fine — and the violation is complete the moment the dog is loose during the season, even if nothing happens. Damage is what gets expensive: if a loose dog chases game or harms livestock, the owner pays, and compensation for sheep or calves mounts quickly. In certain situations the landowner may catch a loose dog, and in extreme cases a dog that persistently harasses game becomes a matter for a police decision. The owner is liable even when the dog escaped by accident.

Does the leash season apply to puppies?
A puppy under 5 months is exempt from the leash obligation. That exemption does not, however, let you release the puppy on someone else's land: that still needs the landowner's permission, as with an adult dog.
