Can I make a campfire in a Finnish forest?
Not without the landowner's permission — fires are not part of everyman's rights. Under the Rescue Act you may not light an open fire on someone else's land without the owner's consent, and during a forest-fire warning open fires are banned outright — even on your own land, even with permission. A camping stove doesn't count as open fire, so it's allowed with care. Maintained fire sites in national parks are the easiest legal option.
📋 The rules
- Lighting an open fire (campfire, burning brushwood) on another's land always requires the landowner's permission — everyman's rights do not cover fire.
- During a forest-fire warning open fires are banned — absolutely; the landowner's permission does not override it.
- Fires at maintained fire sites (national parks, hiking areas) are allowed under the site's rules — except during fire warnings.
- Whoever lights the fire is responsible for controlling and extinguishing it: douse with water and check for embers.
- Check active forest-fire warnings from the Finnish Meteorological Institute before your trip.
🔓 Exceptions
- Camping stoves and gas grills are not open fire — usable even during warnings with special care.
- Emergencies: a survival fire in mortal danger is treated under necessity — but liability for damage remains.
⚠️ Penalties
An unauthorised open fire can be prosecuted as a rescue violation (fine). If the fire escapes, you can be liable for the entire forest fire in damages — potentially hundreds of thousands — and in the worst case for criminal endangerment.

❓ Frequently asked questions
Can I light a fire on my own land?
You need no one's permission on your own land — but during a forest-fire warning open fire is banned even there.
Is a camp stove allowed during a fire warning?
Yes — a stove isn't open fire. Use it on a non-flammable surface with extra care.
Are national-park fire sites always OK?
You may use maintained fire sites under their rules — but a fire warning closes those too.
Where do I check fire warnings?
The Finnish Meteorological Institute publishes warnings by region — check before every fire.
