Can I build a shed without a permit in Finland?
Yes — up to 30 m² permit-free, canopies to 50 m². The Building Act reform freed yard sheds (≤30 m²) and canopies (≤50 m²) from permits from the start of 2025. Same checklist as garden saunas: the detail plan and municipal ordinance can restrict, plot building rights can't be exceeded, and building near the boundary needs the neighbour's consent. Municipal interpretations differ — one call to building control beats a demolition order.
📋 The rules
- Sheds up to 30 m² and canopies up to 50 m² need no building permit from 1 Jan 2025.
- Zoning and the building ordinance override the permit freedom — they may set area, material or placement rules.
- Building rights are consumed: permit-free structures count towards the plot's floor area.
- Boundary distances (typically 4–5 m without consent) and fire distances between buildings bind.
- No permit doesn't mean no building code — foundations, anchoring and snow loads are the builder's responsibility.
🔓 Exceptions
- Small light structures (playhouses, few-m² bin shelters) were free in many places even before — the ordinance sets the line.
- On shore and protected areas plans can require permits for less.
⚠️ Penalties
A shed against zoning or distances can be ordered moved or demolished under penalty payments. Exceeding building rights surfaces at the next permit or property sale — and fixing it is expensive.

❓ Frequently asked questions
Does a 25 m² garage need a permit?
Garages are the special case: an open carport ≤50 m² can be permit-free, but an enclosed garage is assessed as a building — and municipalities differ. Ask building control.
Can the shed touch the neighbour's fence?
Not without their consent — ordinance distances are typically 4–5 metres from the boundary.
Does a permit-free shed consume building rights?
Yes — floor area counts. With rights used up, no shed at all.
Must I notify anyone?
Some municipalities require a notification or siting review even for permit-free builds — check local practice.
