Can I ride an e-scooter in Hungary?
Yes — but on 1 September 2026 the grey zone ends, and everything depends on the class. Hungary's new traffic code (KRESZ) finally names the e-scooter and sorts it into two classes. Low-power machines (up to 25 km/h, max 1000 W, under 35 kg): riders from age 12, helmet mandatory, pavements at max 10 km/h, cycle paths and roads at 20 km/h. High-power scooters reaching 45 km/h get moped rules: age 14+, mandatory liability insurance and a motorcycle helmet, and no pavements at all. Already true and staying so: no passengers, no towing, and riding drunk is punished like drunk driving. Until then, an e-scooter rider in practice travels under cyclist-style rules — but from September the police will check your category too.
📋 The key rules
- From 1 September 2026: two e-scooter classes in the traffic code
- Low-power (≤25 km/h, ≤1000 W, <35 kg): age 12+, helmet mandatory, pavements max 10 km/h, elsewhere 20 km/h
- High-power (≤45 km/h): age 14+, moped rules, mandatory insurance, motorcycle helmet, pavements banned
- No passengers or towing, no riding in columns
- Sober only — drunk scooting is sanctionable
🔓 Exceptions
- Until entry into force (1 Sept 2026) riders travel essentially under cyclist rules
- Local restrictions (pedestrian zones, parking rules) apply regardless of class
⚠️ Penalties
From September, breaching class rules (helmet, age, pavement use) brings on-the-spot fines; a 45 km/h machine without insurance faces moped-level sanctions — serious violations can even endanger a driving licence. Drunk riding: treated under drink-driving rules.

❓ Frequently asked questions
Do I need a licence for an e-scooter?
Not for the low-power class — age (12+) and a helmet are the conditions; the 45 km/h class falls under moped rules with their requirements.
Can I ride on the pavement?
From September, yes with a low-power scooter but at most 10 km/h; the high-power class is banned from pavements entirely.
Will helmets be mandatory?
Yes — a helmet in the low class, a motorcycle helmet on 45 km/h machines.
Can I carry a friend?
No — carrying passengers stays banned, as do towing and riding in columns.
