🌍 Do I pay extra to use my phone in other EU countries with a plan from Albania?

The short answer

Since 1 July 2021 you can roam at domestic prices in Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia, under the Western Balkans regional roaming agreement. A fair-use policy applies.

With a plan from an operator in the EU or EEA, calls, texts and data in other EU and EEA countries are generally charged as at home, within fair-use limits. Other rules apply to plans from other countries; what applies with a plan from Albania is below.

📜 The rules in Albania

The details

  • The regional scheme has a fair-use policy: your operator may ask for proof that you live in or have stable links with Albania, and must look at your usage over at least 4 months before warning you of possible abuse. (akep.al)
  • Albania is not yet in the EU's roam-like-at-home area. On 25 February 2026 the European Commission proposed negotiations to bring Albania and the other Western Balkan countries in; this depends on agreements and full alignment with EU roaming rules. (digital-strategy.ec.europa.eu)
  • AKEP says work continues on reducing and removing roaming charges with the EU, in line with Albania's commitments in the EU accession process. (akep.al)

❓ Questions

What does fair use mean?

Operators may limit roaming at home prices to normal travel, not living abroad for good, and may cap data abroad on very large plans.

Which countries count as home?

That depends on your plan and on where your operator is based. The rules for Albania are on this page.

Are calls back home free?

Calls home usually cost the same as at home when roaming at home prices applies. Calls to other countries can cost extra.
