🌍 Do I pay extra to use my phone in other EU countries with a plan from Cyprus?

The short answer

Roam like at home: in the other EU countries and in Iceland, Liechtenstein and Norway, your calls, texts and data cost the same as in Cyprus, with no roaming surcharge. Since 1 January 2026 this also applies in Ukraine and Moldova.

With a plan from an operator in the EU or EEA, calls, texts and data in other EU and EEA countries are generally charged as at home, within fair-use limits. Other rules apply to plans from other countries; what applies with a plan from Cyprus is below.

📜 The rules in Cyprus

The details

  • The EU roaming rules (Regulation (EU) 2022/612) apply until 30 June 2032. Your provider may apply a fair-use policy against abusive use, such as roaming for purposes other than periodic travel; above its limits a surcharge may apply. (publications.europa.eu)
  • Roaming may not be offered on worse terms than at home, especially in quality, where the same network generation, such as 4G or 5G, is available on the visited network. (publications.europa.eu)
  • Each time you enter another EU country you get a free message telling you that you can call 112 free of charge, with a link to other ways of reaching emergency services there. (publications.europa.eu)
  • On ships and planes, services via satellite networks are not covered by EU price caps. Switch off roaming or use flight mode while travelling. (europa.eu)

❓ Questions

What does fair use mean?

Operators may limit roaming at home prices to normal travel, not living abroad for good, and may cap data abroad on very large plans.

Which countries count as home?

That depends on your plan and on where your operator is based. The rules for Cyprus are on this page.

Are calls back home free?

Calls home usually cost the same as at home when roaming at home prices applies. Calls to other countries can cost extra.
