Can you buy e-cigarettes at 18 in Latvia?
No — the age limit is no longer 18. Since 1 January 2025, cigarettes, other tobacco products, tobacco substitutes, herbal smoking products, electronic smoking devices and their refill containers may only be bought from the age of 20. And that is not the only change: e-liquids with flavourings may no longer be placed on the market, except those giving a tobacco smell or taste — so berry and mint flavours disappear from the shelves. And the point that matters daily: the restrictions on smoking in public places apply to electronic smoking devices too, as well as to herbal products and hookahs — “I'm only vaping” is not an exception.

For the seller the fine is heavy. Selling tobacco products, tobacco substitutes, herbal smoking products or electronic smoking devices to people under 20 costs the seller €280–700, and a legal person €700–7,100. That is why shops ask for ID even from people who look considerably older — the shop assistant is risking their own wages. And online purchase is banned: buying electronic cigarettes over the internet carries a fine of up to €210, on the buyer as well. Remember the main point: every smoking restriction applies to e-cigarettes too — wherever you may not smoke, you may not vape either.
