🔑 I rent my home in Latvia: who pays for energy and how do I check the service charges?

The short answer

As a tenant you either have your own energy contract or you pay energy through the rent or service charges. The rules on shared meters and yearly statements protect you.

📜 The rules in Latvia

Energy costs for tenants

In a multi-apartment building you pay the building manager (pārvaldnieks), who contracts heat, water and other services. The heat share is set by the method the manager chooses, and each year the manager must report the building's total heat use.

  • Apartment owners must pay for services linked to using the apartment, such as heating, water, sewerage and waste removal. (likumi.lv)
